A secret project, especially one seeking $54 million in city and state tax incentives, raises the question:

Who is it?

Project Volt, which seeks $53.9 million in tax refunds, credits and forgiveness and in training grants, wasn't identified in legislation filed Thursday for introduction Tuesday to City Council.

It also will be heard Monday at the Mayor's Budget Review Committee and introduced Tuesday at City Council.

The project summary said Volt makes solar panels and modules and wants to hire 800 people in Jacksonville to make and assemble the products, as well as set up a U.S. headquarters, by year-end 2019.

Based on the information in the legislation and the status of the solar-panel industry, here's a guess about who it could be:

Shanghai-based JinkoSolar Holding Corp.

This sounds like a pretty awesome deal if it works out. Especially if the gov't ups the tariff on imported solar panels.

I hope that my new hometown has a lot better luck with this than my previous hometown.  In Battle Creek, we had a solar company get over $100M in breaks like this, promising hundreds of high-paying jobs.  They actually built a facility...then went bankrupt!  Hopefully, this JinkoSolar is a little deeper than that one was.  Here's to their success.

Wow, interesting. The possible China connection got my attention.

Incentives approved. This'll be big considering the tariffs just passed.

Could JinkoSolar USA be Jacksonvilles 5th fortune 500 company at some point?

It'll take more than one factory to do that.

I wouldn't think of it as a Fortune 500 player, but a Chinese US headquarters (and factory)  is no less significant for the city.  The face value of 400-800 jobs is great, but the real benefits may ultimately come from increased Asian port traffic to Jaxport and any subsidiaries or suppliers that may follow them over here.

It also builds the case for West coast flights since they are needed for Asian connections and sales of panels to Westerns states. NEFL desperately needs a non-stop LA flight.

Let's hope this deal sticks and doesn't just disintegrate with changing tariff structures.

This could be huge. This is the type of business I was talking about in the Amazon thread about Jax needing to diversify its economy.
