Would the State be happy about the City of Jax giving away a building that they helped fund repairs of?  I don't think so.

Was this a Music Hall? If it was  and still is, it should be for the public use of the  people in this city to practice and perform music. Jacksonville has been home to a lot of famous musicians, and we could really be doing something for the whole community to have some kind of Music Museum of Jacksonville Performers in this beautiful Historical Building. Fans of Lynyrd Skynyrd (Hall of Fame) and all those other famous performers would love to come to the hometown of those performers and see the Museum. You are right I do not want the building given away when we have all, including the State, paid so much to repair it, and it could be put to good use for the public.
