It looks like it.
They are replacing the storm sewers/curbs/sidewalks along Beach as part of the Brooks Rehab development.
What most people didnt see is all of the upgrades JEA performed behind Brooks at the corner of Ryar Road and Harvin.
New lift station, storm sewerage was replaced and then buried. This is next phase, update the rainwater collection on Beach from Ryar west to the Arbys.
Also driving it is the fact there is a large hotel going in across Beach from Brooks, what used to be a wooded vacant lot will now be paved.
This is the long planned FDOT Beach/University intersection improvement project:
QuoteConstruction has begun to improve the intersection of Beach Boulevard (U.S. 90) and University Boulevard (S.R.109), the Florida Department of Transportation (FDOT) announced today.
The project will take place between FOP Way and Ryar Road along Beach Boulevard. Ryar Road will be limited to local traffic and temporary lane and sidewalk closures along the corridor will take place throughout the duration of the project. Every effort will be made to minimize the impact to businesses and traffic flow in the construction zone.
The improvements will include lane widening, resurfacing and enhanced drainage. This project is scheduled for completion in summer 2017, weather permitting. Additional safety improvements include the addition of a concrete median along portions of Beach Boulevard to promote safer traffic flow along the transportation corridor.
The improvements are part of more than $1 billion in infrastructure investments that FDOT has made to the Northeast Florida region this year.
The $4.9 million project was awarded to J.B. Coxwell Contracting, Inc.

Remember when this was supposed to get an overpass intersection via the Better Jacksonville Plan?
Yes, time flies. Luckily this project probably accomplishes the same thing with significantly less cost to taxpayers.
