Duval County schools increased its passing rate by 4 percentage points to 50 percent of its third-graders reading on grade level. The district still ranked lowest among the seven largest districts in Florida, even with the greatest improvement.

"It is ... encouraging to know that our improvement exceeded the state average and each of the Big Seven districts," said Nikolai Vitti, superintendent. "Although we have work to do with our ranking among the Big Seven, we certainly narrowed the gap between ourselves, the state, and the Big Seven."
