However, since joining the office, council members and members of the committee that hired him have told him he needed to do a better job communicating to them what his office was doing.

What's going on here? Why would the Inspector General have to do a "better job" reporting to the city when his office is investigating the city? How is this suppose to work?
His job is to investigate fraud, waste and corruption in the city government. He was probably working 96 hours a week. That would wear anyone down.
How is it that this department was created? What prompted this?

Since it is the job of the Office to investigate the City leadership and governing bodies, how is it possible to keep City Council fully updated when: 1) any of those updates would become public record and 2) they are part of whom the department needs to investigate? Sounds like he or perhaps the entire department was under pressure to jeopardize their investigations. I fear we will find that the City itself is so bad that it is impossible for the Office to do it's job.
Conceivably, the personal issues he mentioned in his resignation were affecting his performance and he needed a break. It happens.

Conceivably, the stench of the corruption in this city made his tummy hurt.
Does Putnam county know about this?
