Well, they may not get market value but at least they would go back on the tax roll and become "earners" rather than expenses.
With the city not maintaining them properly, holding on to these buildings long-term, in an attempt to make more money off of them, doesn't make sense. Get rid of them below market value if it helps put them on the tax rolls and adds more people to downtown.
