Wasn't sure where to put this. Have a friend who's making a port call at NS Mayport, won't have a car, and asking for recommendations on things to do, places to eat/drink. Without a car, I really don't know what to suggest that wouldn't involve exorbitant transport costs.
Without a car, you are kinda stuck in the village. Singleton's and Safe Harbor, of course, for food. Even on weekends, Safe Harbor isn't open very late, Singleton's a little later, but not bar late. You could take the ferry over to the Sand Dollar, similar hours to Singleton's. I don't know much about food on base (assuming this is a Navy person), but I'm guessing its just a market and some crappy chain fast food.
Just outside the main gate, if you can get over there (still a hike without a car) is a strip club and, a bit further, the Mayport Tavern.
Pretty slim pickings.
Mayport road has some of the best places to eat in Jacksonville. If he/she can get up and down mayport they'll have lots of fun and good places to eat. Have him/her check out Yelp.

Forget stuck in the village. Without a car you can't really get there either. I'd say this dude is basically stuck on the station or walking out south on Mayport Rd. If you're a good friend you'd go out there and pick them up!
Make a friend at the base and borrow a pole or board! He/she can go fishing at Little Jetties or surfing at the Poles. Both are some of the best in the area.
Like Cat said, there is some pretty killer food on Mayport Rd. My favorites are Olympia Cafe for a gyro and Bongiorno's for a legit Philly cheesesteak. Again, both are some of the best in the area.

At Safe Harbor - they will cook up anything you see in the display case, so don't be afraid to go off menu...
The fried red snapper however, is unbeatable at $14 a basket. Almost a lb of fish, which retails that much raw.
Not sure how much time he will have, but the casino cruise leaves from Mayport twice daily. I haven't been in a few years, or since the new company started up, but I think the total trip is about 5-6 hours.

I'm sure there are, but I almost think I'd rather die. As a kid, I spent far too much time in Mayport (both on and off the base, as my dad was a naval officer) I loathe that place!
I'm pretty sure user's coverage map includes Mayport so transportation is doable (though the driver might not be pleased)
One negative thing that I'll say about Mayport is that the economy really took a toll out there with it having quite a bit of abandoned restaurants, gas stations etc. Hanna Park is awesome, so much to explore out there.
Enterprise Car Rental has a location right at the Mini-Exchange on base if that's an option. Most ships when pulling in will have some sort of "liberty van" which takes junior sailors into town, and their Quarterdeck will have that information. Most will go to Neptune Beach or Jax Beach to provide for those recreational activites.
The new gym is fantastic and there's always the beach.
If you've got a second car you can lend, or even a bike, you could ensure they had a better time.

If there is only one, I've eaten there, and it was atrocious. Worst Thai I've ever had. It was basically cheap Chinese takeout with some sugar on it...
I concur with those posts that recommend Safe Harbor and Singleton's. Both have great menus and the service is always very amiable.
