A CRA is a Community Redevelopment Area which in this case will hopefully receive state and local funds, with some partnerships from JEA, JTA, JU and others to help revitalize some main commercial corridors of Old Arlington and a few residential areas, including the area around Justina Road and Apartments. In order to receive state assistance, a Finding of Necessity (of blight/ slum) must be documented or written and sent to the state for review. The FoN as it is called, has been completed. It is now before City Council and will move forward to the state in the months to come.
The CRA is along the corridors of University Blvd North, Merrill Rd at JU up to I-295, portion of Arlington Rd from Univ Blvd to Rogero, and a small portion of the west end of Ft Caroline Road. This is an old CRA map, and it does not show the portion of Arlington Rd that was added to the CRA as an amendment, but it is included (the area in front of Norman Studios, etc. ---and the Turners Ace Hardware areas. Lot of ugly junk yards in that area.. )

Justina definitely needs to be addressed. It's a plague to the whole area.
My main impression when riding through much of Arlington - Visual Pollution from over-sized business signage and blighted-looking car businesses. Just my opinion. I understand redevelopment money may need to be invested, but the city's weak zoning ordinances don't help the cause.
