4 Years of Brown: Taking DT Jax to the next level!

On July 1, 2011, Mayor Alvin Brown became the first African American Mayor in Jacksonville's history. At the time, Mayor Brown promised that he would take Jacksonville to the Next Level. Revitalizing downtown Jacksonville was a major part of his plan to do just that. In honor of his last day as Mayor of the City of Jacksonville, here's a look at a few major downtown projects completed or under construction during Mayor Alvin Brown's four years in office.

In the end, the Mayor gave it his best shot and I congratulate him on his service to this city.
Sadly, this is a very short list and in the end, I think that had a huge influence in him not getting to see the next four years. Mixed economic times (started very bad and now is picking up) and very underwhelming results.

Let's not forget the artificial reefs in the river that will make Downtown a Destination and not a pass through.
The "economy" really isn't much of an excuse for Brown's lack of Downtown development. Having worked in St. Johns County in the early portion of Brown's tenure, I can say that we were absolutely slammed with commercial, industrial, and residential projects back then. I'm sure Simms and others can share experiences of how much growth other cities were going through back in 11 and 12. Lake, I know you follow Miami a lot. It would be interesting to see just how much got built in Miami around that period.
In my opinion, a big factor in Brown's failure downtown is how long it took to get the DIA up and running. It took over 2 years to even get the DIA operational and hire an CEO. Wallace didn't start until September 2013, and he was not a big league hire. The city then did not get the Downtown CRA process done until early 2015. In that period, the city missed out on all kinds of opportunities to stimulate development. Fortunately, the stuff in Brooklyn got off the ground, but I believe the only public assistance those projects got were through REV Grants, which were in place prior to Brown.
The projects that actually do need some city assistance are still on standby. That will be what Brown will be remembered for Downtown....
It will be interesting to see what Curry does with the DIA.

And, we reached a pivotal settlement with the City of Atlantic Beach, ending a dispute over solid waste tipping fees.
We created a public investment policy to encourage companies that invest in targeted areas to hire employees from areas with high underemployment. For example, Safari Land recently committed to hiring 40 percent of its workforce from Northwest Jacksonville as a condition of receiving economic incentives from the city. These and other long-term tools have created local jobs and will continue to ensure that small businesses have the opportunity to flourish. We have empowered small businesses with access to more city contracting opportunities. Along with public and private partners, we have announced more than two dozen economic development projects representing thousands of new jobs and a private capital investment of more than $780 million.
Jacksonville's financial wellbeing has benefited from the expertise of the city's Finance Department, having refinanced $1.3 billion for $160 million in present value savings to taxpayers over 30 years. Further, the City of Jacksonville was ranked first in the U.S. for investment performance in 2013 by Morningstar and as reported by CNBC.
Despite a daunting lack of resources, the staff and leadership within the city's operational units operated at top efficiency, leveraging their expertise and dedication for the greater good. As a direct result, the City of Jacksonville enjoys the following recognitions.
¨ "2012 IBM Smarter City" (Office Public Private Partnerships)
¨ "2012-2014 Top 'Digital City' in the U.S. and '2015 Top 100 Innovative City'" (Information Technology Division [ITD])

Through ITD, the city launched multiple award-winning mobile apps including JaxReady, MyJax, Fight Blight, JaxHapps and JaxFerry. A new Park Finder app will allow citizens to view and reserve amenities throughout the city. The long-desired Property Asset Management Optimization (PAMO) web tool will empower citizens, investors, planners, and policymakers to design long-term strategies that will eliminate blight at the neighborhood tract level. These services will be launched in the coming months.
We have made the government more transparent under JaxScore 2.0 – Jacksonville was named as the most transparent website in the state – and city employees more accountable under the JaxOps performance management system. We have begun the process of enterprise change management; so that future administrations will no longer have to endure the 1960s-era paper processes that make city transactions so difficult to track. Thanks to a series of comprehensive programs that support our local service members, Jacksonville is the most "military-friendly city in the nation," having hosted 280 companies in annual job fairs for veterans. As a result, on June 25, 2015, Moody's announced its confirmation of the City's Aa2 rating and stable outlook as "credit positive," further stating that the "successful reform passage marks a final victory for outgoing Mayor Alvin Brown."
Not one of these achievments would have been possible without the talented team of civil servants who made working on behalf of the residents of this city a true joy. Your hard work and sacrifice made an immeasurable difference.
Together, we made great strides in our collective efforts to grow Jacksonville's reputation as a vital city on the move. We sparked a renaissance Downtown, breathing new life into our city's urban core. We grew economic development and job creation, putting forth a clear message that Jacksonville is open for business. Night and day. DT Miami is back to levels it enjoyed before the real estate bust. However, it's a bona fide international city and Jax is a second tier regional city, in comparison. It's probably more applicable to compare DT Jax's recent economic activity with places that can be considered true peers....(ex. Louisville, Memphis, Birmingham, Richmond, Raleigh, Grand Rapids, etc.).

I'd regard Downtown as one of Brown's successes. He was certainly responsible for the EverBank Field renovations. Despite some hiccups on the city's end, the Brooklyn projects have gotten under way and have been one of Jacksonville's major urban success stories and something great to build on. And while the DIA took too long to get up and running, they've done solid work. Beyond that, Brown really changed the narrative about Downtown for a lot of people. He *always* talked positively about Downtown, and enthusiasm for it is 100% better than it was even when the economy was booming.
Another success was one that came too little, too late to save his campaign. The pension issue won't be something people probably remember 10 years from now, but it's a huge deal that he finally struck a deal that begins to take care of the problem. Hopefully it gets us on much stronger footing for the future.
A third accomplishment is something folks don't seem to be talking about much, and that's the historic nature of his election. Brown proved that an African-American Democrat could win the top post in a city many take for granted as a Republican stronghold. He defeated the front runner in what many assumed would be another Tea Party year and proved that voters of various stripes were willing to cross lines to win based on local issues. Regardless of everything else, Brown will be remembered for breaking boundaries and overthrowing conventional wisdom.
Good point Lake. A lot of Miami's luxury residential growth is fueled by Latin American and European people.
I'd be more curious to know what Orlando and Tampa got done in that time period and have under construction now, along with the out of state peers you mentioned.
Jacksonville is the only major city in Florida, which cannot be described as 'multi-ethnic/multi-cultural'. It's two notches above Jackson, Mississippi. What Jacksonville also doesn't have is swagger.
What we do have is the multitude of mediocre sushi joints and tattoo parlors.
And commercial real estate in dead downtown Jax carries asking prices as if it was a lively and bustling downtown. It is bizarre.

not sure that would make you any happier. There are many construction cranes in both cities. Meanwhile our cranes are primarily on I-95. Moreover, Tampa's economy is roaring again and their downtown is becoming more active every day.

For instance, I'm the development director for a municipality outside of Jax. The past year, the valuation of development is up 115% from the prior year, and 2 years ago it was up 55% from the prior year...and we were already seeing a lot of growth prior to this growth spurt. The spike in development is mostly due to external factors and market demand, not anything I or my city have done. There are certainly many instances of cities stimulating growth through public improvements and incentives, but I'm not sure Brown really did much in this area in his tenure.
Brooklyn is happening due to market demand, proximity to 5 Points/large employers, infrastructure improvements from past administrations, REV Grants which were created by past administrations, relatively affordable real estate, and major investments from local developers. The city should not be applauded for getting them off the ground. It should be expected.
Taca, what would you list as DIA's major accomplishments in the past 2 years? Hemming Park is a start, but even the genesis of that was from local advocates...What are their other accomplishments?

As for DIA, I think they've done some good work on the small things, like issuing grants. They just don't have much of a budget or resources to work with, and they came together too late in the game to measure the real impact.

I have a pretty good story to share with the chair of Curry's Economic Development task force about the DIA's shortcomings in one area...I'll shoot you a PM.
The REV Grants which are the property tax abatement that helped the Brooklyn projects get off the ground were created by the JEDC prior to Brown's tenure. They were used to lure Deutsche Bank back in 2008. They are probably even older than that. They also are approved by City Council.
I'm not an anti-Brown guy by any means. In fact, I held back quite a bit during the election, but now that he's out I think its time to take a critical look at mistakes and missed opportunities.

What's going on in Orlando right now is pretty insane. For example, Parramore, as we know it today, won't exist in another 10 years.
I would suggest to anyone who hasn't been in the last few years to go to downtown Orlando and surrounding neighborhoods and observe what Jacksonville could be and should be. Good mix of everything including what seems like a perfect balance of new vs old Florida. It doesn't feel too crowded, cosmopolitan or pretentious. You can tell a lot of stuff has been fixed up in the last decade or so. I did not grow up in Florida, so someone correct me if I'm wrong, but I get the impression that downtown Orlando used to be similar to what Jax is now, lots of potential but just waiting wake up. Orlando still has a horrible sprawl problem though just like Tampa and Jax but at least a lot of people live in the core.
I would love for Jax to fill in more in and around the core but not become too cosmopolitan and lose that old south meets old Florida feel it has in places like Riverside, Springfield and San Marco. I think Orlando is a good example to follow although Jax has it's own identity and a beautiful river to work with.
DT Orlando was significantly smaller than DT Jax and pretty dead in the late 80s. Much of the stuff you see now, has been built over the last 15-20 years. One thing it has that DT Jax does not is a pretty successful CRA. It generates millions for them and those millions are continuously reinvested in making DT Orlando better.

I've always thought Jax has a mix of three city "types"in the way it feels and behaves. First is the structure and function of central Florida cities like Orlando, Tampa and Lakeland. Second is the abandoned building stock of rust-belt cities like Columbus and Detroit. Third is a history and feel similar (though not quite the same) to southern cities like Savannah, Greenville and Charleston. Jax could learn a lot from all of these places because we kind of have a mixed identity and I think that makes us very unique. Now if only we could actually implement some of the progressive things happening in these places we could really realize some potential.

The southern baptist church used to be the villain.
Then lack of major employers downtown carried the blame.

To be fair, downtown Orlando's CRA brings in $20 million in revenue a year. DT Jax's CRA is a third world country in comparison. The old Northbank CRA is underwater. I doubt one could justify Orlando's ICSC booth set up with the DIA's measly budget.

Doubt it was anywhere close to $100k. Orlando is a huge conference town. You can rent setups like that from trade show/conference companies, and have the graphic design work done to make it look custom. The DIA does have money for professional services and marketing. Preparing for events like this should probably be priority #1 for those dollars. If the money isn't there, then hire a summer graphic design/marketing intern to get it done. They would have local students beating down the door for the resume boost.
As I said in the original post, the marketing materials were worse than the booth itself and are the real issue. The DIA had a very sloppily put together spreadsheet with properties for sale and for rent, with little to no information about each. Map wise, they had a very general map of downtown that looked like you could print it off the city gis website in 5 seconds. Contrast that with what you see at the Orlando booth. They had a myriad of slick pamphlets, brochures, and professionally prepared maps. Miami and other cities did as well. Heck, the sweet lady who had no idea what she was doing from Lake City even had better materials than COJ. The poor folks at the DIA/OED must have realized their setup was embarrassing, because I don't think I even saw anyone manning it on day 2.
In the DIA's defense, a staffer told me they had never been to a conference like this, so they didn't know what to prepare for. Orlando's downtown agency has been in place for years and is well established. So not an apples to apples comparison. Still, it was a very subpar effort and one that quite a few other people noticed and mentioned to me. Given how far behind the DIA is, it's no surprise that Orlando and Tampa are beating Jax on the playing field. Hopefully Curry and co are able to turn it around. I believe his new Chief of Staff was involved with the recent downtown CRA plan. That should be a good bridge between the mayor and downtown development.
That is disappointing to see. No excuse for that.

A general word of advice for those of us living in the 21st century. If there's a question, try doing a simple Google search. Nothing is new under the sun, so there's most likely coverage and images available (both good and bad) of previous events and activities.

We were in Orlando for the Surf Expo 2 years ago, as I have a friend who's company put a booth up. They had a booth which cost just under 10K but had enormous visual appeal. The Orlando booth probably cost around 25-30K just doing a visual comparison. The booth the DIA had looks like a 5th grade presentation gone wrong.

Agreed, poor excuse and should not be acceptable moving forward. But I'm going to hold off on ripping the DIA apart for now, especially when they are in their infancy and I have no idea what the circumstances were behind the horrid showing (or lack there of) at the event.
We are all responsible for what goes on in our city, not just those who seem to be in charge of running it or ruining it, whichever you prefer. We have a responsibility to contribute to the "community." Apathy kills communities. It's become clear to me that those running Jacksonville are understaffed, underfunded, etc. in just about every category so it is nonsense to count entirely on them to turn things around. We shouldn't just be begging investors to come to our city, we should be begging our citizens to care about our cities and do their part. Christ, this city has more than a million people, we've got resources right here. I know many of you on this site are heavily involved whether you're getting paid for it or not, others maybe not so much. I for one feel like I haven't done jack since I moved here over 2 years ago to really help make a difference in improving the core and restoring the history of the city, and I think it's time. I'm a licensed engineer working for a local structural/MEP engineering company and I know we are looking for ways to volunteer time for a good cause that would benefit the city, I just don't know if we've even been approached for volunteer help in constructing a house or cleaning up a park, etc. We are very busy but sometimes it only takes a phone call or email to the right person. I'm personally looking for ways to help out that go beyond doing what I get a paycheck for, just don't know where to start. I think that's everyone's responsibility.
What is the best way to help out in Jax, to really make a difference, without stepping on toes? Organizations? events? projects? Someone send me a PM if there is something really specific.

I did a little bit of internet research and it appeared that he left plenty of unfinished business in Detroit and that many of the companies that were getting paid under his watch we creations (at least partnerships) of his own.

I'm really happy you want to get involved to help out the core! I know DT Vision is always looking for partners. They just set up a partnership with the elbow bar district and they are in the process of restoring the ocean st. alley way. Maybe talking to them would be a cool opportunity.

He might have been the best interviewer of the bunch, but I'm not sure you can say he had the best track record. I know of a well known person in the redevelopment field in Florida that would be a mediocre interviewer/BS'r at best, but is a dynamite worker that makes things happen. You can go back and read MJ's live blog of the DIA and see that Wallace's charisma is what got him the role.

Wallace had the weakest bio of the 4 finalists in terms of downtown development (1 withdrew). He's mostly a housing and neighborhood development type guy. The DIA board also didn't appear to do homework on his history (see link below)....and that is before the story came out about his failings at the Detroit land bank (see 2nd link).

Mayor Brown setup the DIA Board and handled the DIA CEO search firm. Had a different mayor been in place, we might have seen an entirely different candidate pool and the board may have gone a different direction.
^^ Not to mention, the entire pool of applicants might have been influenced negatively, in that this position had the strong potential to be a two year gig only.

Good point. That was absolutely a factor (probably along with the funding issues). I didn't even consider applying for one of the two junior DIA roles because of that uncertainty, and to be honest, because I didn't like what I read about Wallace. Not sure I would have even gotten the gig or even taken it, but I'm glad I didn't bother.

Why is the former mayor's race important? I could personally care less what race the mayor is and what race new mayors are. This is the liberal lens. Everything is about category: Race, Sex, National Origin, and PC Topic of the Day. We are not viewed as individuals, but divided up into groups. The individual is submerged into the group, never to emerge. Honestly, you work hard to keep us all separated into our neat little categories lest someone not care anymore and consider candidates on their positions and past accomplishments.
