In fairness to the Mayor, how does a city fall from Number 1 to Number 58 in a single year ? ? ? It calls into question the rankings entirely. Still, 150 were ranked and Jax, by that measure, is still above-average.

Above Average to what? If the numbers are suspect to fall from #1 to #58, shouldn't the entire ranking system be thrown out and questioned as just "junk"? Either we take it to mean that we've fallen 57 places due to functional dysfunction in our city or the entire ranking system was just junk to start with and the Mayor has been using numbers that were junk to begin with....
