"Yes, I'd like to apply for a permit to go swimming in the SJR. Also, can I request that mine is waterproof so that I can display it when questioned?"
After reading the proposal, it seems as though it's merely a CYA ordinance to minimize the city's liability if someone gets injured. The key parts of the ordinance are geared towards people jumping off of city owned docks, property, etc.
Can it be abused? Sure.
Will it? I doubt it. You'll see some signs pop up around all the city owned property and parks along the river.
How much is the permit?
Anyone else feeling sorry for the Baltimore guys who got kicked out of Jax 2014-412?
Make sure to traverse the RIO St. Johns as you are transported from one illegal side of the river to the other illegal side of the river.
