danger of eviction from public housing through a partnership with the Jacksonville Housing
Authority and Jan-King.
Clear Sight for Seniors- SLF provides prescription eyeglasses and exams through a partnership
with the City of Jacksonville Independent Living Program and United Optical.
Emergency Help Line – SLF pays for life-saving prescriptions' rent and mortgage to forestall
eviction; propane for heating, cooking, and bathing; utility bills to prevent shut-off; hospitals and
ambulance fees not covered by insurance; dentures; and much more.
Saving Our Seniors Energy – SLF replaces unsafe appliances with new energy efficient ones to
save and reduce utility bills. Partners include the City of Jacksonville Independent Living
Program, the Northeast Florida Community Action Agency and Lowe's.

Recently, Social Security launched an informative new web page that highlights the agency's many efforts in fighting fraud and protecting every worker's investment in the Social Security program. The web address is www.socialsecurity.gov/antifraudfacts.
Visitors to this site will get a behind-the-scenes glimpse into the hard work we do every day to fight fraud, waste, and abuse in our programs. The website includes information on the tools we use to fight fraud, spotlights some of our highly successful anti-fraud efforts, and provides materials you can use to help us spread the word that Social Security has zero tolerance for fraud.
I invite you to visit the website and use the materials to help us inform the public that Social Security takes fraud seriously and is very effective in limiting the instances of fraud.
We hope you will join us in disseminating the facts about our anti-fraud efforts as we work together to prevent the use of inaccurate information about fraud to advocate cutbacks in the disability program.

Meet Larry, one of the many people receiving Social Security disability insurance benefits whose stories too often do not make the headlines.
Larry suffers from congestive heart failure. Although his condition severely restricts his activity, he works as a cashier with the help of the Ticket to Work program. His goal is to get a better paying job and, when he is able, stop receiving Social Security. In December, we marked the 15th Anniversary of the Ticket to Work program, which helps people with disabilities, like Larry, who want to join or return to the workforce.
I invite you to take a moment to imagine what life would be like for you and your family if a disability like Larry's struck you unexpectedly. How would you cope? How would you pay your bills? Social Security disability is insurance that workers earn and contribute toward through taxes on their earnings. When a severe disability takes away a person's ability to work, Social Security is there to provide a critical lifeline.

State Road A1A from Still Quarters Road to U.S. 17 in Yulee
Beginning Saturday, eastbound traffic from the CSX railroad crossing west of U.S. 17 to Rubin Davis Lane near Felmor Road will shift south to allow for reconstruction of the existing westbound lanes. The concrete barrier separating eastbound and westbound traffic prevents left turn access from side streets and driveways, so drivers will be required to turn right and travel to Bobby Moore Circle, U.S. 17 or Felmor Road to make a u-turn.
Traffic is currently shifted to a new traffic pattern beginning one mile west of the railroad tracks. Eastbound traffic crosses to the westbound side, returning to the eastbound side after the railroad tracks.
U.S. 1 from the Duval County line to Fifth Avenue in Callahan
Daytime weekday lane closures from 8:30 a.m. to 4:30 p.m. for widening and drainage work.
U.S. 301 north of Baldwin to south of Callahan
Traffic is shifted to the new northbound railroad overpass, which carries two-way traffic temporarily. Motorists must use designated turn lanes at median crossings to travel across U.S. 301. Daytime lane closures from 8:30 a.m. to 6 p.m. for the entire 17 miles of the widening project.

This kickoff meeting was the result of a strategic recommendation from the MetroEdge
community presentation on November 20, 2014. (See attached excerpt from final
presentation.) MetroEdge proposed:
o The formation of action teams to improve Kings Road.
o The mobilization of resident groups, churches, and institutions.
o The formation of short term, visible "early action" projects to create a "new
narrative" for Kings Road.
o Partnering with Habijax, LISC, EWC, the City, and JTA.
o The establishment of a structure and process for implementing the strategies.
MetroEdge posted sign in sheets for meeting attendees for the following subcommittees:
o Transportation (chaired by JTA)
o Neighborhoods/Safety
o Beautification/Façade Improvements
The purpose of the kickoff meeting for those who signed up to participate was to:
Assign subcommittee membership and leadership.
Identify early action projects for each subcommittee.

Each subcommittee is to develop timeframe and resources for implementation.
Habijax to facilitate this process, with assistance from the City of Jacksonville
Office of Economic Development.
Dr. Cohen offered The Center for the Prevention of Health Disparities, Conference
Room, 1401 Grunthal Street at EWC as a meeting location. Other attendees suggested
that we rotate locations for our meetings to get more community access and involvement.
Directions will be provided for all meetings.

Stanley Scott wanted to add a subcommittee on economic development and will

Attendees felt are it was essential to have more community participation.
Communications need to go out by email, phone calls, and handouts. Habijax, Mr.
Johnson, and Ms. McCargo volunteered to help hand out flyers to residents.
Dr. Cohen will see if EWC students can get community service hours to participate.
Assistant Chief Davis/JSO was invited but unable to attend. He will be invited to future
events.
Outreach to be done to faith-based community, schools, College Gardens, Better Living,
New Town Success Zone, NWCPAC community partners.
Action Items for Subcommittes Identified at Meeting:
Transportation:
1. Increase access to mass transit.
2. Better way finding signage to destinations in neighborhood (i.e. post
office).
3. JTA mobility corridors initiative – improve shelters, sidewalks, bus stop
safety, lighting, traffic calming. JTA may be able to fast track some
projects, leverage CDBG funds.
4. Reach out to schools for Safe Route to Schools initiative (2016).
Neighborhoods/Safety:
1. Monthly neighborhood cleanup days (involve EWC students?)

3. Hold "Cleanest Block" competitions.

Greenscape will celebrate twenty eight years of providing quality plant material to Jacksonvillians as our Flowering Tree Sale gets underway at 7a.m. This annual event presented by JAXPORT provides deeply discounted trees to the public and serves as a fundraiser for Greenscape of Jacksonville, the local non-profit tree planting volunteer organization. Be sure to come early as past years have been very successful and often sell out within a couple of hours! By Mayoral Proclamation, the Flowering Tree Sale is Jacksonville's official Arbor Day.
Thousands of trees and shrubs will be presented for sale at deeply discounted prices. A wide variety of species are usually offered, from Japanese Magnolias to Knock Out Roses. A final inventory of material will be posted closer to the sale. All material are sold in three gallon containers. Proceeds from the Sale support tree planting programs for Greenscape in Jacksonville. Quantities of some items are limited CASH or CHECK only.
As in the past, representatives from the Division of Forestry, tree growers, arborists, the Duval County Master Gardener Program, JEA Forestry and the American Society of Landscape Architects will be on hand to answer questions and assist in your selections.

It provides clinical breast exam, Pap smear, and mammograms for women who qualify for the program. If a woman is diagnosed with breast or cervical cancer by the program, she is qualified to apply for Medicaid through us.
I also attached a copy of the flyer for the "Reach and Connect Project". The purpose of the project is to increase breast and cervical cancer screening rates through outreach and education to small groups of women, and to follow-up with those, seeking screenings in areas of high and moderately high late stage breast and cervical cancer. The long term goal of this project is to reduce breast and cervical cancer morbidity and mortality rates, health disparities, and health system barriers to quality cancer screening and care. Sherwood Forest was part of the "Paint the Town Program" the City of
Jacksonville did not see the process from beginning to end?
The following railroad crossings need to be repaired Cahoon Road North, two
blocks off of Beaver street; Highway 100 and 100A coming out of Starke, FL and
on Commonwealth Ave.
The following item was discussed or voted upon: The Stage Aurora Theatrical
Company requested a letter of support from the CPAC for a $500,000 grant. The CPAC
did not approve there request.
Other discussion: Soutel Estates have the follow issues in their community: steel
drainage pipes have fallen; ditches need to be cleaned; zero maintenance has been
conducted on the retention pond; the fence between the community and the city park
needs to be replaced and the traffic right away needs maintenance at the entrance to
the sub-division.

• The Berkman Plaza Condominium has twenty townhomes without power.
• Operation Urban Blight Systemic Inspections has started and are being conducted.
• Park hours posted and enforced in Confederate Park.
Motions:
The Parks subcommittee made a motion to the CPAC that a written request to Parks and
Recreation be submitted capital improvement funds, to include a playground for Julius Guinyard
Park and metal trash cans for Henry J. Klutho Park. All agreed.

• JSO was thanked for the tremendous amount of work in Cedar Hills Estates to close down a house
of prostitution and a separate meth lab.
• JSO was thanked for their work in Grand Park.
• Municipal Code Compliance was thanked for their prompt assistance with two issues.
• JSO Zone 3 officer displayed very unprofessional behavior at the scene of a hit and run accident
near Deerwood. Chair Budd will assist the resident with making contact with the appropriate zone
commander.
• The Jacksonville Zoo was congratulated on the birth of a gorilla. A giraffe was also recently born.
• How can Governmental Affairs be improved? Staff support and the committee members' better
understanding of the process are needed.
• Chair Budd thanked Council Member Carter and Council Member Love for their reports and for
attending the CPAC meeting.
• The Cecil Behind the Scenes Bus Tour is May 28. Tickets are $20 and include a continental
breakfast, a tour of several Cecil sites, and lunch.

The presentation(s) at this meeting:
Ron Tittle, Public Information Officer, FDOT, presented on the major state roadway projects in the
Southeast District. The projects that Mr. Tittle covered were: the Buckman Bridge/I-95 Express
Lanes, the 9B Express Lanes, the 295 Express Lanes, the JTB/I-95 Intersection Improvement
Project, the University Blvd. / Beach Blvd. Intersection Improvement Project, the Overland Bridge
Project and the I-10/1-95 project. A number of the CPAC members expressed concerns about
the Express Lane Project; they are dissatisfied with the clear cutting of trees for the express lane
projects, they want more information about the sound walls that will be installed, they want tree
mitigation enforced and they want to be a part of the re-landscaping design process.
Specific concerns discussed at this CPAC meeting include:
The CPAC had a conversation about the impact that Charter School has on the DCPS,
redistricting, impact on property values, additional bussing and the impact on transportation.
The CPAC would like to speak to a State Representative on Charter School and how they are
accredited locally and state wide.
The CPAC discussed their concerns of the FDOT roadway projects that were mentioned above.
In December, the CPAC decided to postpone the 2014 Volunteer Recognition Awards for the
Chair, Vice Chair, and Subcommittee Chairs until February. At this meeting the certificates were
presented and the Chair, Vice Chair and Staff Rosemary Wesolowski provided refreshments for
all in attendance.
A number of political candidates were in attendance, each candidate was allowed to state their
name and announce which office they were running for.
The LUZ Subcommittee met at 5:45 pm and a large number of applications were reviewed. The
CPAC did not make any motions on the LUZ applications.
The next meeting of the Southeast District 3 CPAC will be held on:

Specific concerns discussed at this CPAC meeting include:
Landscape contractors on Airport Center Road discarded pine needles and other waste into street
drains. This issue will be reported to the appropriate authorities.
A Northwest Jacksonville Economic Development Fund grant to Church's an established national chain
already doing business at the site, gives unfair competition to the small business owners in the area.
Nearby vacant properties could benefit from the grant.
Neighbors near (2015-0023) the proposed Boney Road development will lose their Greenbelt status. If
the development is approved, JFRD will no longer allow controlled burns in planted adjacent pine
forests because of proximity of fires to homes.
Over 200 residents, 85% from zip code 32226, met at the Oceanway Community Center and opposed
2015-0023, the proposed Boney Road development. Concerns include change in lifestyle, increased
traffic and increased pressure on existing schools. Infrastructure and schools are needed before
development is approved.
The following items were discussed or voted upon:
None Approve Letters to Mayor and City Council to request investigation regarding erosion of Raymond Drive properties
believed to be caused by Army Corps of Engineers' dredging.
None Approve Letters to Mayor and City Council to request ordinance to prevent use of portable basketball goals in or on
City Right of Way, to stop adults and children playing basketball in the City streets and to focus on public
safety.
2015-0015 Deny An ordinance appropriating $58,220 from the Northwest Jacksonville Economic Development Fund
(NWJEDF) to provide a grant to HDW PARTNERS II, INC. To fund the required off-site infrastructure
necessary for the development and construction of a new 1,850 square foot CHURCH'S CHICKEN
RESTAURANT to be located at 1855 DUNN AVENUE. (THE PROJECT), as initiated by B.T. 15-028;
providing a carryover of funds into fiscal year 2015-2016; approving and authorizing the mayor, or his
designee, and the corporation secretary to execute and deliver the redevelopment agreement between CITY
OF JACKSONVILLE and HDW PARTNERS II; waiving certain NWJEDF project criteria approved and
adopted by ordinance 2007-281-E; providing an effective date.
Reasons for denial: The grant would give unfair competition- other small businesses in the area do not have
the benefit of this grant. Churches is a national chain; the business is already open and running; vacant
properties nearby could benefit from the grant.
2015-0021 Deny An ordinance adopting a small scale amendment to THE FUTURE LAND USE MAP SERIES 2030
COMPREHENSIVE PLAN by changing THE FUTURE LAND USE DESIGNATION FROM LDR (LOW
DENSITY RESIDENTIAL) TO CGC (COMMUNITY/GENERAL COMMERCIAL) on approximately 3.68+ acres
of land located in COUNCIL DISTRICT 11 at 117 KATHERINE ROAD and 109 KATHERINE ROAD between
ELIZABETH LANE and OCEANWAY AVENUE, owned by GRADY E. BRADDOCK, SR and DEBORAH M.
HOWELL, as more particularly described herein, PURSUANT TO APPLICATION NUMBER 2014C-017;
providing a disclaimer that the amendment granted herein shall not be construed as an exemption from any
other applicable laws; providing an effective date.
Reasons for denial: In hearing from adjacent neighborhood, clarification of use is needed. The community has
concerns – the developer needs to speak to the community to resolve the difference. The CPAC's tradition is
to deny when neighborhoods have unresolved concerns.
2015-0022 Deny An ordinance rezoning approximately 8.18+ acres located in COUNCIL DISTRICT II on 109 and 117
KATHERINE ROAD and 12953 NORTH MAIN STREET between MAIN STREET and GILLESPIE AVENUE
(R.E.NO (S) . 107598-0000,AND 107605-0000). As described herein, owned by GRADY E. BRADDOCK, SR.
and DEBORAH M. HOWELL, from COMMERCIAL COMMUNITY/GENERAL-2 (CCG-2) and RESIDENTIAL
LOW DENSITY-60 (RLD-60) DIRTRICTS TO PLANNED UNIT DEVELOPMENT (PUD) DISTRICT, as defined
and classified under the zoning code, to permit storage of RVS, BOATS and TRAILERS, as described in the
approved written description and site plan for THE GATOR CITY STORAGE, LLC PUD, pursuant to FUTURE
LAND USE MAP SERIES (FLUMS) small –scale amendment application number 2014C-017; providing a
disclaimer that the rezoning granted herein shall NOT be construed as an exemption from any other

David Roman, Mayor's Liaison, City of Jacksonville, presented on the various COJ Initiatives
and Programs. Spoke on the Renew Jax and the Renew Arlington project and the Renew
Jacksonville Community Empowerment Days. The Community Empowerment Day in Arlington
will be held on April 18, 2015 - Caroline Arms Apartments, 6457 Fort Caroline Rd. (City Council
District 1. The goal of the day is to bring service providers from throughout the community,
directly to the neighborhoods of the residents that need them. The goal is to strengthen families
and communities. Mr. Roman also mentioned that Parks Department is actively hiring for
summer positions at most parks and for a variety of different programs. Applicants must be 18
years of age, unless they are a certified lifeguard. Blue Cypress Community Center will also be
re-opened in the near future.
Specific concerns discussed at this CPAC meeting include:
• The CPAC members were interested in learning the details of the sign waiver ordinance
and how it applies to political signs.
• A number of the CPAC members stated that they have called 630-CITY to complain
about a tire store located at 6206 Merrill Road, 32211. The CPAC members were very
concerned about the appearance and the amount of tires that are stacked all over the
property.
The following motions were considered:
The Land Use and Zoning Subcommittee met at 5:00 p.m. The subcommittee reviewed several
applications and 4 motions were made:
Approval of Variance V-15-02 of the request to allow a reduction to the required width of the lot at 1671 St. Johns Bluff
Road for the following reasons: the site is already developed in a constrained configuration and relief is necessary
to utilize the existing structure. Redevelopment of the existing property is more efficient, historically respectful and
ecologically sustainable than the demolition of the existing structure and total rebuild.
Approval of AD-15-06 of the request to reduce requires landscape and parking requirements per application at 1671 St.
Johns Bluff Road.
Approval of Exception E-15-04 for the request to expand the existing 38 bed assisted living facility to 150 beds for the
following reasons: The existing use has not generated adverse impacts to the neighborhood. The use is consistent with
the surrounding residential uses and contributes a public benefit to the community.
Deny Rezoning 2015-064 Melissa Grove PUD and denied due to the following observations: The proposed use is not
consistent with the surrounding single family character of the area. The height of the proposed building is excessive
for the neighborhood. Parking spaces that block other parking spaces creates inconvenient and conflicting actions.
There are not adequate parking spaces for services vehicles and visitors. Traffic will have a significant adverse impact to
surrounding road system.

FDOT Northeast Florida Unveils Safe Work Zone Video
Jacksonville – Road Work Ahead signs are going up all over the place these days as a "road construction boom" is underway in the Northeast Florida area. And it's only going to go up from here!
With more than $1 billion in construction projects underway, the Florida Department of Transportation (FDOT) wants to provide our highway workers with safe locations to do their jobs.
Road workers are just like your office workers – except their offices are much larger and have no windows or doors! They, too, want to go home to their families each day.
FDOT is unveiling a 7-minute long video on YouTube about driving through construction work zones. The video takes you through many recognizable construction zones in the Jacksonville area including the massive I-95 Overland Bridge project and uses local workers as well as FHP.

FDOT Traffic Advisory
Notice of delays scheduled on northbound and southbound I-95
Jacksonville – Florida Department of Transportation (FDOT) advises that an operation to install overhead signs on Interstate 95 requires southbound traffic slowdowns early Thursday and Friday mornings. The traffic pacing operation is scheduled from midnight to 4 a.m. each morning from one mile north of Emerson Street to Butler Boulevard.
Additionally, northbound traffic on Interstate 95 is scheduled to have slowdowns Tuesday, Wednesday and Friday, March 17, 18 and 20 from 10 p.m. until 5 a.m. The pacing of traffic is between Butler Boulevard and the Overland Bridge downtown. The traffic slowdown procedure provides a gap in traffic long enough to place the girder over the travel lanes and secure it before traffic is released under it.
Traffic is controlled by off-duty law enforcement.
As always, motorists should use caution when traveling through the construction zone. For the safety of our workers, speeding fines are doubled when workers are present as required by state law.

Renew Jax advances the city's efforts with the private sector to invest in and
improve some of Jacksonville's most disadvantaged neighborhoods.
FDOT began constructing a bicycle/pedestrian trail on Heckscher Drive
Jacksonville – Florida Department of Transportation (FDOT) has begun construction for a bicycle/pedestrian trail on Heckscher Drive (State Road A1A Timucuan Trail) from just north of Shad Creek Bridge to just south of Haulover Creek Bridge.
This project is part of the overall trail system along Heckscher Drive. It builds the trail, provides drainage improvements, signage upgrades and other construction determined necessary during the project. The 10 foot wide asphalt trail is approximately 4,000 feet long and is being constructed on the east (river) side of the roadway.
Lane closures are not allowed Monday through Friday from 6:30 a.m. to 8:30 a.m. and from 4 p.m. to 6 p.m. The majority of the work will be on the roadway shoulders requiring their closures. Some lane closures may be necessary but they will be minimized.
FDOT hired American Lighting and Signalization, Inc., to build the project for $553 thousand. Completion is scheduled in summer 2015.

The U.S. Small Business Administration in partnership with Microsoft will host the InnovateHER Women's Business Challenge, a cross-cutting women's business competition to unearth innovative products and services that help impact and empower the lives of women and families.
The competition will be held on Tuesday, March 31, 2015 at 11:00 a.m. at the Microsoft Store in the St. John's Town Center located at 4791 River City Drive, Jacksonville, Florida 32246. The InnovateHER competition criteria will be judged based on (1) products or services that have a measurable impact on the lives of women and families (30%), (2) have the potential for commercialization (40%), and (3) fill a need in the marketplace (30%).
The winner of the local competition will have the chance to compete for a spot as a finalist for a grand prize of up to $30,000 in the national competition in Washington, DC this May.

The Jacksonville Public Library invites you to join Readers Theater cast members as they give life to Stetson
Kennedy's works including The Florida Slave and Palmetto Country.
Folklorist and Jacksonville author Stetson Kennedy served as director of Ethnic Studies for the Florida division of
the Federal Writers' Project. His book The Florida Slave is a collection of the oral histories of ex-slaves living in
Florida, gathered by the Federal Writers Project during the 1930's. The collection relates the ex-slaves' hardships
under the system of slavery, the abuses of their civil and human rights in the aftermath of Reconstruction, and
their strength to survive and make contributions to American culture. Palmetto Country relates African American
lore gathered by Kennedy, anthropologist Zora Neale Hurston, and folklorist Alan Lomax.

Northwest Jacksonville CDC (NJCDC) is having a community food giveaway on Thursday, April 2nd from 9:00 am until 1:00pm. I have attached a flyer for your distribution. Would you or your organization be interested in volunteering to assist NJCDC with passing out the food to the needy and the homeless in the North West Jacksonville quadrant.
This is an excellent opportunity to obtain community service volunteer hours for high school and middle school students. Duval County Public Schools is observing a teachers planning day for the public school system on the 2nd. We are asking all of the volunteers to report to NJCDC at 7:00 am to assist with unloading and sorting the food prior to the giveaway.

Topic: Law Enforcement Best Practices to Improve Bicycle and Pedestrian Safety
Guest: Peter Flucke
As the founder and President of WE BIKE, etc., Peter specializes in pedestrian and bicycle consulting in the areas of engineering, education and enforcement. In addition to serving as a police officer and park ranger, he has extensive experience training law enforcement officers on strategies to enforce laws and reduce bicycle and pedestrian crashes. You can learn more about Peter here. We will also be joined by law enforcement officers from North Carolina and Louisiana who have completed Peter's training programs and can share first-hand experiences.
Peter will be meeting with law enforcement representatives from the TPO service area to share best practices and discuss training opportunities. This is an excellent opportunity for our planning group to meet with him and provide insight into our region's needs and learn from his experiences across the U.S.

Did you know? With the recent interest in bridge inspections and ratings, the link below has some information on the bridge inspection program from Ross Hammock from Florida Department of Transportation's Northeast District Bridge Maintenance. Thanks Ross for your help.
Also, to reiterate the status of the Fuller Warren Bridge in Jacksonville, it is NOT structurally deficient. The latest routine inspection for the Fuller Warren Bridge was performed on February 11, 2015.
Some bridges may be reflected by inspections as having a structure deficiency but it does not mean or imply the bridge is unsafe.
