This is from The American Petroleum Institute. It combines the local, state and federal tax rate.

Tulsa, OK - 3.18
Jacksonville, FL - 3.42

Granted there are variations driven by refiners and seasons but if you do the math, 2.83 is base in OK and 2.88 is the base in Jax.

Spot pricing for wholesale gas is 3.02 today.
