I really like the idea of more docks downtown, this is how you capitalize on the the waterfront!
I'm not sure about extending the landing outwards though like in their picture to add more restaurants. That part of the river is super narrow as it is and navigating it is tough because of the insane current.
That's what happens when you squeeze a 3 mile wide river to under 1 mile :)

edit: I didn't see they added bike lanes, now this is for sure not going to happen :(

Don't know the cost, but I'll bet this was as thorough and much cheaper than some of the consultants they've had over the years give their DT visions...
