$1.2 billion for a service that doesn't run on weekends, is a negligible time saver to I-4, and has a website on par with Healthcare.gov? Where have I seen this before?

I believe the $1.2 billion price tag includes the cost of  upgrades to reroute statewide freight rail traffic around Orlando, several new overpasses over a different rail line between Lakeland and Jacksonville and the new CSX hub in Winter Haven.
