The contract the city signed means Red Flex is guaranteed $10,000 a month per camera operated. At $158 an "infraction", that means each camera has to give out at least 63 "infractions" a day before the city doesn't lose any money. So the city is losing money on at least 5 cameras if JSO's statistics are to be believed. Not to mention Red Flex keeps a percentage beyond the first $10,000 as well.
For some strange reason, this "Victor Sweet" quote from the Four Brothers seems like it applies to Red Flex and COJ....
