Perhaps you have seen this interruption of service along Riverside Avenue:
QuoteCrews have been working for weeks to fix a flooding issue in Riverside. But the construction has roads shut down and businesses left suffering.
It's only a two block stretch in Riverside but it's causing big problems for businesses like Dr. Joseph Millan's office.
"Right now it's probably the worst that I've seen it," said Sara Mercier with the doctor's office.
Riverside Avenue from Stockton to Osceola closed before Thanksgiving for what was supposed to be a three week drainage project. JEA completed work there in October. Then the city and the Department of Transportation took over. Their work was supposed to be done Monday.
"We've got patients who are '80s, early '90s that have to park down the street and try to walk down here," she said.
Mercier said the detour signs are confusing and it's added stress for the patients just trying to get to their appointments on time.
"People are late. Blood pressures are high," she said.
DOT said its work should be done Tuesday. City leaders said their portion has a new completion date of Dec. 20.
"I won't know what to do at that point because it's been like this for so long but it's been a real big inconvenience so hopefully it will be done then and we can get back to business as usual," she said.
Even after the stretch re-opens, the city will need to close it again in January to finish resurfacing.
If anything, it makes me believe that 5 points should be a roundabout
Essentially 5 points is a "round about like" intersection.
Note there must be more than the article since the article speaks of drainage and you are mentioning traffic control which is directly unrelated.

The traffic engineers say that there isn't enough room at the 5 Points intersection to put in a legal roundabout. It would have been a fantastic solution.
People don't realize how much traffic Riverside, Park, Post, etc. carry until one of them gets blocked for some reason. Then it becomes painfully evident.
