Great job! Willful neglect of that park is a sin. When there are more people living, working & playing downtown the homeless population is considered part of the whole (sadly, but that's another issue). Unless they are doing something illegal, panhandling or vandalizing the place, they need a place to go during the day too.

Thanks for making the park a public discussion. I recently talked to someone involved in the push to put Hemming Plaza management in private hands. At least they have a plan and are willing to act on that plan. The city doesn't appear willing to move ahead.

Jacksonville is hardly the only city dealing with a homeless problem downtown. How do other cities make their parks attractive but not to the point of encouraging homeless to hang out there all day?
Are there not loitering laws already on the books at could be enforced?
