It's mostly a matter of priorities, and buddies.  I recall after the LA earthquake, they got many of the bridges and freeways repaired very quickly.  At the time, it was estimated that it cost over a $1M per day is lost revenue due to the traffic rerouting, and such.  It goes to show you that if they want to get it done quickly, it can be done.

The video was awesome.  It would be great if they could float the new bridges for University and Cesery but I think that would be cost prohibitive.
