Title: Memorial Park sculpture wearing a tutu

Riding my bike this morning in Memorial Park which I haven't done in a long time, I came upon the sculpture dressed in a pink tutu (I think) with a ballet slipper draped over it's outstretched arm.  It was quite amusing since it didn't appear that any damage was done to the sculpture.

Others were stopped taking pictures and we talked among ourselves.  Most thought it was vandals or pranksters but I can't help but wonder if it had some meaning and was done intentionally.  Am I missing something?

Did anybody else see it?  Anybody know what it's about?

The runner statues on the riverwalk by the Hyatt have also been dressed up
