Just to remind everyone of the timeline

Florida sees an explosion of internet cafes.

Police raid one cafe chain because apparently gambling is evil if its for profit but ok for charity.

Florida legislature writes the most hamfisted bill since The Patriot Act turning the use of the internet into a felony, immediately put 15,000 people out of work, and could cause more business closings.

Some cafes reopen with a new coat of paint and just offer straight cash winnings.

They always paid out cash prizes, that really only changed for the handful that stayed open during the interregnum between the passage of C.S.H.B 155 and the rollout of florida-compliant software. During that time some remained open but paid no prizes, basically for fun only.
