I think we will need to find a connecting corridor with the baseball field/stadium - arena district with Bay Street to make a big step forward downtown. The viaduct overpass that is currently on or around Duval Street is blocking the advancement. Anyone have an idea on how to do this?

Duval is not the problem, it's the ramps for the Hart Bridge that need to come down and be shortened to the base of the bridge. Unlikely we'll see anything like that at least until the Hart is up for replacement, some of us won't be around by then.
Moving that overland expressway would be best but that may not happen in our lifetimes, lol.
Also, the County Jail and Sheriff's Office needs to be relocated at some point.
In the meantime, there is discussion (that I am not privy to) that has to do with using the Shipyards space to somehow try and connect the stadium area to the Bay Street District. Evidently this has been put on the front burner with some push from the Jaguars wanting to see it happen and also to have some resolution to the eyesore that is the failed Berkman II project (either tear it down or finish it).
The Mayor has told his staff to make this happen. Certain people of influence are evidently involved.
At least that is what I am hearing.
If Berkman II was only historic, it would have already been turned into razor blades and gravel.
I agree that the Police Station and Jail need to be somewhere else CECIL? GOAT ISLAND? How about off of Palmetto north of the Arlington Expressway?

The 'Stadium Connection' should be packaged as the 'East Jacksonville Connection' as stadiums won't fill rail cars 365 days a year - but neighborhoods will. A turn north on AP Randolph or Georgia Street might do the trick. Our problem seems to be that by the time we are ready to apply for the next round of transit grants the GOP will have retaken the presidency and both houses. We'll be told to buy a BMW for everyone that rides the Skyway and widen the roads, which they'll gladly fund.
