I think that not having an sheriff that is the result of political cronyism is better than the alternative.  In Florida I believe the governor can remove a sheriff from office if there is justification, so he does answer to a higher authority. 
I would like to know what you mean by "a pass for all of the violence and theft that occurs in this city"

What do you want him to do, start harassing people and violating people's rights and civil liberties?  Because that is some of what happened during the crackdown in New York City. 
Also prior to Giuliani, the crime rate in NYC was already on a downward trend, who's to say that would not have continued had he not done anything to reduce crime?
