Title: Why is JEA locating water lines in our neighborhood?

Does this mean they're getting ready to dig up half our yards?  We've got little blue flags and blue spray paint along the main road in our 32207 neighborhood and nobody at JEA will say anything other than "they are flagging the water lines".  Can anyone give more info, please and thank you?

Just the water lines or other burried utilities too?  It may not be JEA.  Any red lines? Any yellow flags?

No, just blue.  I called 630-CITY and they couldn't find anything going on so they connected me with JEA who said it was water lines, but it would not result in any interruption to service.  Obviously they spent money to make somebody come out and put flags and spraypaint so they are going to do something fairly quickly before the little yardapes around here steal their flags.

There a number of reasons why the water lines would be located.  By law, if you dig in the right-of-way to any depth, you are supposed to call for utility location.  I wouldn't worry about it.  Actually be glad that some located the line BEFORE the backhoe found it.
