Just heard this on the 5 o'clock news. What's going on?
That was a huge surprise to hear. Especially considering how much of a presence Cuba has in the local media. His accent finally makes sense!
Allegations of online Casino gambling via "Allied Veterans". Six year investigation leading to arrests of Cuba and his VP Robbie Freitas. This is going to be quite a blow to members of the FOP and JSO. Innocent until proved guilty, but this is not looking pretty!
Some of you may remember the sizable battle between Allied Veterans and the City over their gambling operations a few years back. There was rumbling at the time. It has been alleged in the past that the online casino efforts were being attacked by the operator of the Horse Race Track in Orange Park and some accusations made. Not sure if the investigation is an outcropping of those original allegations or not. Interested to learn the details of what actually transpired.
The FOP board of trustees has been called to name a temporary replacement for Cuba.
The legal action against Allied Veterans of the World, Cuba and Freitas is apparently been taken under the Rico law. Ouch, some serious stuff. Allied Veterans is supposed to be non profit yet millions upon millions were being funneled into a "for profit" entity. Seventy percent of the take of Allied was supposed to go to charities but has not been received according to investigators. The amount given to charities is about 2%.
Media does not know what Nelson's involvement in this, nor the connection to Frettas at this point. The deal has tentacles into south Florida and this may be where Nelson is connected. Nelson is Cuban with family and connections down in south Florida. The investigation has been underway since 2007.

Eight Jacksonville Internet Cafe's have been closed as a part of this sting. This is happening in many states. Jerry Bass who heads up Allied Veterans of the World has also been arrested. The original search warrant is out of Oklahoma!

FOP has said they know of no allegations to the FOP entity and the arrests of Nelson and Freitas apparently stem from some private business ties. They were arrested in Ft. Lauderdale while attending a pension conference.
Note: The charges are against Allied Veterans of the World and not the other organizations also called Allied Veterans who serve the military community.

From my inside tract and not in media yet. It appears that Cuba and Freitas were caught up in a general sweep of a number of internet cafes. Their names do not appear in much of the documentation and their business connections, the ones that got them into trouble, are with the Jacksonville cafe's, eight of which were shut down today by the IRS and Secret Service.
The FOP isn't a target, but is an affiliate to the Allied Veterans Worldwide. That affiliation will be dropped a.s.a.p.

In some states it is legal to say you give a portion of your money to charity and have it be some low amount.
In Illinois it is 2% of what you raise.
But I have to admit, it caught me by surprise to hear that the "walking talking point" for the union getting arrested.

THat deserves it's own thread. This is an incredibly interesting story.
Chris is a lawyer with extensive experience with "internet cafes" and the rules for gaming activities by non-profit organizations.
Chris, it is my understanding that these internet cafes are operating under the same laws that allow churches to run bingo games and raffles. My understanding of this prosecution is that Allied Veterans became a de-facto for-profit entity by retaining all of the profits and that it is not about the nature of the machines.
Am I not understanding this correctly?

Chris, I understand what you are saying but investigations like these are undertaken with serious considerations to proof and in some cases involve shadowing individuals and actually catching them involved in a questionable activity. This particular investigation took "six years". This much time behind the investigation can sometimes mean that some persons of authority have been linked to it and in order to get a prosecution, they need serious facts before the indictment.
It is my understanding that the "Internet Cafe's" are working under different requirements than the churches. The online cafes were promoted as a sweepstakes under a different requirement than the churches. I will see if I can find my old notes from years back that explained this more thoroughly. I can't remember it off hand.
What keeps coming to my mind is that fact that there has been an ongoing fight over closing down the cafe's at the "State" level. Jennifer Carrol has exerted her will at the state level on a number of issues and this may just be one of them, hence her association with the Allied Veterans of the World hastens her departure.
My guess is they would have taken extra care before pursuing the case all the way to the Governor's office.
This is just one of many of Jennifer Carrol's political sins. She is her own version of the GOB political mindset in a skirt. I am wondering if Corrine Brown will be looked at again.
Breaking News. Sheriff Rutherford ordered this investigation.
Federal, State and local investigations in other places were already underway. Sheriff Rutherford's investigation dovetailed with these. Much of this was also based in South Carolina.

Investigation in Florida was spawned in Seminole County by the Sheriff Donald F. Eslinger.
Monday March 11th in Oklahoma was the first search warrant executed.
14 warrants in Duval and other south florida counties. Arrest teams from six states dispatched to arrest 49 people. The three top conspirators made over 36 million dollars.
Nelson Cuba and Freitas are accused of operating the "laundering facilities" and are being held "Without Bond". 57 counts on each charge.
A warehouse has been located and computers, slot machines etc have been seized. 292 bank accounts seized at 267 million dollars.
Allied Veterans of the World is a sophisticated criminal network designed for personal profit.
What a firestorm. Authorities will not comment on Jennifer Carrol because this is an ongoing investigation

Allied Veterans never filed appropriate documentation to run a sweepstakes as well as 501 3C for a non profit status.

Just throwing in a 'I told you so' as I've been saying these things are illegal gambling businessses for years. John Rutherford has been unwavering in his pursuit of justice to shut these things down and deserves quite a bit of praise in my opinion.
City Council had no backbone at all when they decided not to ban these internet cafes almost two years ago now, instead choosing to keep the political money machine happy and 'compromising'. Even Jake Godbold lobbied Council on behalf of Allied Veterans.
I certainly realize that I am not the most perfect person but what a complete and utter disgrace!!!!

I seem to remember Internet Cafes being an issue before the Jax City Council a few years back and I distinctly remember when Jerry Bass came to the podium making his pitch that he was running a “sweepstakes.†I remembered it all this time because I just could not figure out how in the world something like this would be legal. Bass did not strike me as believable even back then.
Overall, sad story all around. Ripping off veterans â€" low as it goes.

I think this will be the basis of much argument. The investigators and prosecutors have taken the stance that it was illegal and are prepared to prove that.
The legality of the gambling is just one of the charges here. Another one is the issue of whether or not Allied Veteran's of the Worlds indeed operated as a legal non profit and dispensed appropriate funding according to what is required by law.
As far as the legality of the internet cafes, I don't get how in one breathe we can say that a poker room the size of a Wal-Mart is ok but these cafes are some blight to society.
If nothing else, hopefully this will give someone the chance to take a look at some sacred cows that the FOP have been keeping under wraps *cough*Pension Fund*cough*
Investigators did say they were going to look into other gambling operations not connected to Allied Veterans. I would not be surprised if the poker room you mention is on the list.

Amazing isn't it? All of this speaks to what I have been trying to impart to others about business, politics and the often questionable alliances they form in this city and state. This is a big story in that the wrongdoers have been exposed. Very often that never happens. The tentacles of this deal go pretty deep and I will not be surprised if it leads to another can of worms being opened. What folks should take from this is the fact that what they see and believe about some folks in roles of authority or leadership are not who they seem to be and there are many, many of them right here in Jacksonville.

Action News has, so far, found a total of $4,500 given to the sheriff over the years, including contributions from the FOP and Davis Internet. Mazen Salloum, Nelson Cuba and Michael Ryles who were all arrested Tuesday, also contributed.
State Attorney Angela Corey received a total of $1,200 from former FOP Vice President Robbie Freitas, the FOP, and Bass Consulting, the company operated by Jerry Bass.
In addition to local leaders, both the Republican Party of Florida and the Florida Democratic Party are searching their records for donations made by those involved.
