I like the idea of a large low cost or free parking lot serviced by a frequent shuttle/trolly system. Parking is served by a large parking lot while the businesses are served by the frequent trolly system. The businesses don't need to worry about maintaining a parking lot. That would be the city's problem. The system could even be fully paid off by a slightly higher sales tax or property rate for the businesses served by the trolleys.
I think it's a simple and sensible idea that works well in many places. UNF is the closest example.
However, when I look at Jacksonville, a system like this does not exist for dense retail areas like Avondale or even the Downtown Landing. Why is this? Is there something different in Jacksonville that would make an idea like this unfeasible?
