Anyone know if John Crofts added anything of value during the 1999-2011 term here in Jacksonville?

The award was based on his “significant, innovative and positive contribution to the advancement of sound planning and zoning principles,†a news release said. Crofts prepared and implemented the 2010 Comprehensive Plan along with numerous other neighborhood, district and topical plans and studies.
