Title: Great Cities Invest in Great Urban Parks

We need to follow through with Mayor Peyton's pledge to transform our park system from the biggest to the best.

Unfortunately, we don't seem to want to invest in the infrastructure and great parks and public spaces that are necessary to revitalize downtown and make Jax a great city.  We can certainly blow a lot of dough on incentives though.
