The article says "not just another study!" but it is, in fact, another study. No public money is being used but it seems like the half-a-million-dollars could be put to better use elsewhere. Or am I talking crazy, and another study is EXACTLY what the city needs?
I say lift the moratorium on the Mobility Plan and then study its impact.
I am a member of JCCI Forward....and sit on their Forums committee....many ideas were discussed for this year (including several that are hot buttons for MetroJax people).
This is a larger, community effort that is meant to build consensus on a wide range of issues. As the article notes, they plan on getting several thousand people involved. The effort should kick off early next year.
I recommend that folks do some research on the SA2020 Plan. This was done by JCCI serving as a consultant to San Antonio, and the early results on year after completion are promising.
