This is utterly sad - an elected legislator trying to get out of voting on legislation.
This kind of thing shows you where we're at on a very important issue. We can't ignore this.

Jacksonville City Councilman Doyle Carter says he wants a referendum held this fall on legislation to ban discrimination based on sexual preference.
"I just think it's an important issue and the citizens of the city should vote on it, not 19 people," Carter said, referring to the council.
He said he plans to offer substitute legislation calling for a November referendum when the council Committee on Recreation, Community Development, Public Health and Safety meets in early June.
If he's successful, Carter's plan would replace a bill that Councilman Warren Jones introduced last week to expand the city's human rights ordinance to include sexual orientation or sexual identity.
The human rights ordinance prevents discrimination in hiring, promotions, and access to housing and public accommodations like restaurants and hotels.
Carter said the November general election would become a default date for the referendum because issues for the fall primary have to be filed with the elections office in early June, before the full council is scheduled to act on the legislation.
He said the general election, which traditionally has high turnout levels, seemed to him a better time to tackle the question anyway.

Since this isn't a charter amendment or a tax issue, it doesn't belong on the November ballot.
The City's ordinance code, which is where the human rights provisions exist, can't be amended by referendum.

I'm confused. Is the Councilman suggesting that if the majority of voters believe it's okay to do something morally wrong then that makes it okay? Did he use the same logic in the '60's when segregation was the issue? If, back then, there was a vote and the majority of Jacksonville wanted to discriminate against blacks then he would have supported their decision?

And even if it did, we base our laws on the Constitution, not the Bible.
It's nice that we've all - mostly all - dissed this stupid idea, but what would count for something is if some of us would show up at the next Council meeting and say so into the record. We really do need as many supporters as possible to come on Tuesday night to City Council for the Public Hearing on the bill.
They need to see that there are thoughtful people of all varieties in Jacksonville who support the bill being passed by the Council and signed by the Mayor. That's the best way to show CM Carter that we want action now, instead of putting it off for months and months. The quicker the City does this and gets it behind us, the better for all concerned.
There's some late-breaking news on this tonight. The JAX Chamber has voted to urge the City Council to pass the bill.
Don't wait, don't take a straw poll, don't dither or delay. Pass the bill and let's get on with it.

This bill would never had materialized had our Mayor supported it as he claimed we would. Unfortunately, he was too busy expending all of his political capital on moldy, broken furniture in a populist attempt to suck up to a fringe electorate that didn't and will not vote for him under any circumstances.

He has was right for the city in the left hand and nagging judgemental christians on the right hand. I never understood why the black church is SO against homosexuality and everything else seems to be fair game. I hope he makes the right decision for the city or he will not get a second term.

There are many black Christians who are for this bill, not the least of whom is Warren Jones, who introduced it. The mayor's silence on the issue is sad.

I want to say something and it comes from my heart. Jacksonville is currently trying to decide about a bill that gives protection to the GLBT members of our community. I who have often spoken out in the past have remained silent on this issue to see where it would go. My lovely friends include high ranking officials, folks in media, law makers and many of the movers and shakers of Jacksonville. They are conservatives and liberals, Christians, Jews, believers and non believers. Each one I love for who they are, nothing else, simply who they are. My heart has been broken recently by some in the community who have used their voices or pulpits to paint gay and lesbian individuals as less than what and who they are, which are children of God and his creation. For those who doubt that the creator shines through all people, I pray that you will listen to this song and be moved to understand that all people are of the good lord and he shuns no one......no one....Everyone, put away the judgements and open your hearts and minds to the understanding that some of God greatest teachers are the ones you fear the most. I hope you will feel that in the incredible performance attached here.

As a Christian Catholic, I'm gravely offended that these Bible thumping retards use their faith as a means of oppression. FBC is little more than a political front for the conservative agenda.
And one would think that, just by accident, we could get one good leader that can stand up to those I mentioned above. But just being to identify the who are just using lip service. What is this thing about the LGBT population and the freedoms extended or withheld to them? Of course, many individuals consider themselves to be gay or lesbian. I wonder why some individuals do not approve of anyone who behaves as gays or lesbians do, such as two males being together, or two females being together. And too, why do some oppose the idea of the marriage between two men, or two women?
I presume that much of the opposition arrives from those who are religious, and who have found within the bible, references which might suggest that the practice or behavior or LGBT persons is a sin, or at least that it is not approved by the teachings of the bible.
Is it another case of control by individuals in the Christian camp, who apparently believe that they have the right to control anyone on earth who doesn’t behave as they wish them to? I cannot figure out why a Christian would want to bother with the behavior of anyone outside of their family, or their church. Why should they care about the behavior of the LGBT population?
After all, we are talking about friendship between two adults. If the friendship happens to be between two adults of the same gender, what is the problem? Apparently the number of individuals on earth who wish to have a relationship with someone of their own gender is established as being considerable, perhaps into the millions.
It’s understandable that the relationships between two of the same gender do not produce offspring, but this outcome is good for the earth because most studies suggest that the ideal population should be reduced from the current 8 billion, down to perhaps 2.5 billion. How can a reasonable person not realize that two same-gender people, living together will help hold down the exploding population on the earth?
So, what about this sex stuff? It is widely known that for millions of years, all people “do†sex, either with their partner, or while alone. Does anyone oppose one’s having sex with oneself? Why does anyone oppose someone having sex with someone of the same gender? Why should anyone care? The point is that there will always be individuals on earth, who in current terms will be called gay or lesbian, and who will always desire that their partners be of the same sex as they are. What kind of individual would attempt to control another’s behavior, or to decide if anyone can have a same-sex sex partner?
Does most of the opposition come from the church leaders? Are some of these church leaders envious of those who express their true desires regarding who they choose as partners? Do some of these church leaders have secret desires to engage in LGBT behavior, and so their overt opposition to the freedom of others assists in their efforts to ignore these desires?
After all, we are talking about the freedoms which should be enjoyed by all citizens. Everyone should be free to have anyone as their partner, even if that person is of the same sex. And just as a same-sex couple should have the freedom to live together, they should be able to legally contract to live together so that any benefits enjoyed by traditional marriages could extend to same-sex couples. If anyone is to say otherwise, by what reasoning would they do so?
I’ve also thought about the idea of some individuals who’ve extended the object of sex into the animal realm. Will the time come when those humans participating in this admittedly limited behavior will wish to enter into a marriage contract with the animal of their choice? There have been human/animal sex cases involving sheep, horses, dogs,…….. perhaps cows and hogs. Obviously birds, mice, and cats are too small. And roaches, ants, and lizards are simply too bizarre.
But, my question is why should anyone care about whether or not one’s partner is of the same, or the opposite sex, as long as everyone is happy? To be happy and comfortable with one’s choice of a partner is very important. And although wars have assisted in reducing the world’s population during some periods of history, we seem unable to have enough of them lately to do the job. Therefore, having millions of same-sex couples living together will assist in this population reduction effort.
Why do you think they actually care? It's just an obvious way to galvanize that extra few percent who are religious nutbags to turn out and vote for candidates who otherwise have nothing in common with them. Just more religo-flim-flammery at work.

Good point. I somehow thought there was some integrity and genuine purpose involved in this stuff. So its sorta like .... well.... politics I guess. Then these people are sacrificing the freedoms for others, in order to accomplish their political objectives ...... to insure their place in the scheme of things. Well damn them sumbitches to hell.
Yes, I would argue that there are some in the religious "industry" who only use social objectives to further their personal goals. LGBT rights are not the only tool of the industry to promote from within. I have seen all kinds over the years, rock music is still seen by some kind of evil in the church, and there are those in the religion industry (even today) who use it to promote some roundup of collective thought.
