Title: JEA Chilled Water Project Downtown

Last night on local TV news I heard something about a project to run chilled water lines from the plant near the arena to JEA headquarters at Church and Laura.  Does anyone have details about this?  I've noticed a lot of orange spray paint markings on Liberty St near Duval St.

I wonder how the lines would run.
How much extra capacity does that plant have?

My question is... why didn't JEA and the previous Peyton administration coordinate further extending these lines with the recent Laura Street project?  Chilled water lines could have reached the Laura Street trio and other buildings with ease, the street was already ripped up.

Jim Love (et al) had the foresight to coordinate the King Street Town Center project with JEA in order to bury power lines... why isn't this done more often?

Cost!  JEA claims it costs $2 million per block to bury power lines (probably a BS number).  Lower maintenance costs would pay that back in fourteen years according to JEA's own figures.  That doesn't include any savings from storm damage either.

I imagine that the cost of putting chilled water lines underground is comparable, but without any maintenance savings.

Personally, I LIKE POWER LINES, especially the single wire type over the center of a street with railroad track down below.

It would be interesting to see the map of where these chilled water lines are actually already in the ground. A few years ago I recall reading that there are already a number of them going somewhere but not yet utilized. ???

My name is Greg Corcoran and I work for JEA.  I would be more than happy to answer any questions about JEA's Chilled Water Project on Laura Street.  Here is more current information on the project:

Project Overview

JEA is installing two chilled water lines that will bring chilled water from its Downtown Chiller Plant located at 521 W. Duval Street to its headquarters at 21. W. Church Street. JEA’s current cooling system has reached the end of its service life and requires replacement. By retrofitting the existing cooling system to use chilled water from its own plant, JEA will decrease electrical usage at its facilities, provide long term savings in operations and maintenance costs for its buildings cooling systems, and increase efficiencies at JEA’s existing chilled water plant by providing an additional end user.

Phase 4:  May 3, 2012 â€" May 23, 2012* - Intersection of N. Laura Street and W. Duval Street

•        Intersection of N. Laura Street and W. Duval Street will be closed to vehicular traffic
•        W. Duval Street will be changed to allow for two-way traffic from N. Laura Street to Main Street
•        N. Laura Street (from W. Church Street to W. Monroe Street) will remain closed to thru traffic
•        W. Duval Street (from N. Hogan Street to N. Main Street) will remain closed to thru traffic
•        City Hall & Main Library front entrances will be inaccessible to vehicular traffic (local traffic only due to road closure)
•        Main Library parking garage (LAZ Parking) will remain open
•        Patrons of the Main Library parking garage will be limited to entering and exiting the garage from the intersection of E. Duval and Main Street
•        Jacksonville Sherriff’s Office (JSO) will provide traffic assistance to parking garage patrons during normal hours of operation
•        Intersection will be closed during the May 8, 2012 Jacksonville City Council Meeting â€" Please expect traffic delays
•        Work is scheduled for completion prior to the 2012 Jacksonville Jazz Festival (May 24th-27th)
•        Barricades and signs will detour both vehicular and pedestrian traffic around the work area
•        JTA buses will be rerouted around the construction area
•        Metered parking will be restricted

*ALL DATES ARE HIGHLY SUBJECT TO CHANGE

Thanks for the information.  Have been wondering what the Laura St. closure was all about.  Do you guys provide chilled water to the courthouse too?

Yes, they do, which was the whole reason that system was constructed, right behind the new Duval County courthouse. I don't know if the old Federal or new Federal courthouses use this system, but it would make sense.

Senior moment!  I meant to say City Hall, not Courthouse.  The new line is evidently running right behind City Hall now.  That's where they have Laura St. blocked.

There are dates that are subject to change and then there are dates that are HIGHLY subject to change.  ::)
