Josh, the artificial Reef Trust Fund 2009-442 is meeting at 9:30 this morning 4th floor city hall. Would you like to help me out with my introductions so that other mj'ers may want to help out. Other posters on other threads have said you are a whiz with the computer. I'm not. I'll admit it.
The weather will be breaking soon and we can kayak Downtown together and just slam the fun out of the Northbank. I want to kayak under the Hyatt and then emerge under the bow of Khan's yacht and the sight that would be another Downtown River Destination experience. Are you game?
The March 7, 2012 Jacksonville Waterways Commission Artificial Reef subcommittee meeting was off the charts. (So to speak)
Jacksonville Waterways Commission member and chair of the Artificial Reef subcommittee Scott Shine is a Super Hero.
One of the first official recipients of an inshore Artificial Reef (Creating Fish Habitat) will be off the San Marco area. Congratulations to District 5 and councilwoman Lori Boyer.
The creation of legislation will come before the Jacksonville Waterways Commission March 14. At that point it will be moved out for city council consideration. Special shout out to Jody McDaniel and Dana Morton. Dave Roman with the administration was in attendance but left before the recommendations were made. Dave is super and everyone acknowledged him and Mayor Brown with the Kayaking Initiative.
Jody McDaniel reminded everyone when the topic of funding was discussed about 2009-442 and now there is some money in it. Given how this subcommittee is aggressively moving forward and by that I mean instead of saying we need to spend another $80,000 to $100,000 for a study we are going to take that money and get our first Inshore Artificial Reef under our belt. South of the Fuller Warren.
Mayor Brown you want Downtown to be a Destination? This will put us on the International map.
Capt. Jim Suber had a fantastic suggestion in utilizing JSO. Commissioners Burnett, Hodges, and Swann are all on board.
I hope everyone realizes that the funding mechanism is in place. And the props to that goes to former Mayor John Peyton. He created the account. As a community ANYONE and I mean ANYONE can right a check to 2009-442.
According to Jody McDaniel we are 9 mos to a year out. She will be working extra hard to get some ducks in a row by April. Then it also depends if it gets the go ahead from the administration. I have no idea why it wouldn't.

For me personally I think about Downtown and as a resident and participant to Super Bowl XXXIX and at the time the man who put it together as it related to our River was Steve Nichols. He was a member of the Jacksonville Waterways Commission and the dockmaster of Epping Forest. Mr. Nichols will always hold a place in my heart. Nichols Reef. I'm just throwing it out there.
There are 5 potential inshore locations. The offshore locations with the adjoining counties within 3 miles are also being considered. More hoops to jump through. The economical jumpstart is Inshore.
With new ownership of the Jacksonville Jaguars if everyone in the MJ group wrote a check for a $1.00 to 2009-442 and then you decide how many zeros you want to put behind it. EVERYONE will be a part of Jacksonville history. That is a fact.

At the March 13, 2012 Jacksonville city council meeting Kirk Sherman assured me that my checks have been deposited and at the Jacksonville Waterways Commission 3/14/12 will also show a correction to the minutes of the March 7, Jacksonville Waterways subcommittee meeting that 2009-442 is a viable funding option for this community that can move forward and put Jacksonville on the world stage as a Downtown Destination. Especially as it relates To Public Access and economic opportunity to our St. Johns River our American Heritage River a Federal Initiative.

I'm just throwing it out there but I hope that whoever may participate could also write a check even if its for one dollar to 2009-442. That is the Artificial Reef Trust Fund and there is the possibility that it could go toward the first artificial reef south of the Fuller Warren near San Marco. Its not a requirement but you would definately go to the top of the list.

The Oct. 3, 2012 Jacksonville Waterways Commission Artificial Reef Subcommittee meeting will soon have us all anchoring over Downtown Demolition debris. Got to love it. We are about to reclaim something!
Scott Shine, member of Waterways and the chair oversaw a fluid, informational, full of participation meeting that is bringing so many agencies and groups together and doing it in the Sunshine that the inclusive atmosphere and the accelerated awareness that you don 't want to be the agency with holding this project up to be you.
In attendance from the committee was Dr. Quinton White with JU, Captain Jim Suber Waterways coordinator with COJ, Jacksonville Waterways Commission member Ralph Hodges was excused, Other commission members Lane Burnett and Stephen Swann were a no show. Jacksonville city council member Lori Boyer Dist. 5 was also a participant. 21 total at the meeting.
The coordination is being led by Jody McDaniel with the Planning Dept. Site locations are being refined and the next meeting should be more positive announcements if the agency updates continue to reflect who is making it happen and who is dragging their feet as to how this Downtown Regional benefit is moving forward.
Soon we could all be saying we are Downtown on the water with Mayor Brown.

Super Duper Regional props to Jacksonville Waterways Commission Chair Dist. 14 Jacksonville city council member Jim Love for forwarding to Mr. Ron Belton with the Administration a memorandum of a donation that was made at the 11/14/12 Jacksonville Waterways Commission meeting as it relates to 2009-442.
This will have statewide implications especially as it relates to the recent meeting of the past Florida Inland Navigation District (FIND) meeting that took place 11/16/12 in Jacksonville Beach and moving forward.
This will and should have significant impact with our new DIA and CRA as well.

So here is the Readers Digest version. Two reefs have just been given to an organization with a promise to pay. Everyone remember the $5,000,000 in private funding for the Equestrian center? Where are we with that? This is $50,000 Is this an emergency? NO! Also let's make sure that nobody on the city council knows about this.
The DEP has signed off for the permit for these two reefs. Waiting on the Army Corps and then NOAA approval. This will be a Pilot Program for two years and only these two reefs are moving forward.
This makes the Jim Love, Kevin Kuzel Berkman Floating dock compromise misrepresented by OGC to Waterways during the 2013 FIND grant application process just another wink wink, nudge nudge.
We can fully appreciate now a convicted guy getting a pension with Board approval wink, wink. Nudge, nudge.

The 6/12/13 meeting of the Jacksonville Waterways Commission had me sitting in the audience and wondering if our city council and waterway commission members are now performing their duties better because of our city councils action to buy 20 new comfy chairs as an emergency, with a no bid contract and taking away the opportunity for Public Comment which was personally witnessed by a bunch of MJ'ers during a city council meeting live blog.
Mutiny on the Bounty, Mutiny on the Taxpayers is the only way to describe this meeting.

Mr. Jackson has been just fantastic and unbelievable and has just set the bar at a level over the years and his minutes for the 5/29/13 Artificial Reef subcommittee meeting aren't there. Not Good. Instead there is an artificial substitute by the chair Scott Shine instead of the in the past consistency of a John Jackson minutes report. Not good. Why not both? Key information missing.

Just 3 hours out. Is there an agenda? FDOT and the massive I 95 bridge project and what has happened to the Public, Private, Partnership? Six Artificial Reefs south of the Fuller Warren Bridge. Regional economic development. Anyone going?
What is the point of an atificial reef in the river? Did piles of rocks naturally occur there?
^The point of an artificial reef in the river is to create habitat for fish and the rocks did not occur there naturally. The regional benefit from these 5 or 6 GPS approved locations can and should be experienced for years to come. Very positive.
Yesterday I heard Jacksonville Waterways Commission member Scott Shine on the Gone Fishin show and his comments should fire everyone up and say "Visit Jacksonville!"

Jacksonville city councilman Don Redman is now back as the chair of Waterways. Why?

Didn't notice any media in attendance. Key no shows starting to become apparent. Councilman Crescimbeni even noted that in the 6/12/13 minutes. So here is where the alarm bells should start ringing for everyone in Jacksonville and that is the Backroom process that is the artificial Reefs in the river. This was highlighted by Jody McDaniel and Scott Shine in a brief dialogue exchange.
There is a definite 5 and maybe a 6Th permitted spot that can be used in the river and given the I95 Overland Bridge Project and the euphoric collaboration of all these agencies as this was resurrected to then crumble back to a Backroom deal is not taking Jacksonville to the next level.
So in 3 days will be a special meeting that will be chaired by Gary Anderson (The Bill Schea of Waterways) that will address St. Johns River Issues. Open to the Public and will be at 10 am 8/27/13 in council chambers. Will it be televised?
The next day at 5pm is a CRA in the USA Of our new DIA Plan Workshop that will take Public input for the Structure of the Plan, Stakeholders, and Goal Objectives.
So back to St. Johns River Issues.
Will the RAM dock be open when RAM is not open? 24/7 Public Access
Will there be 24/7 Public Access to the new floating dock that will be part of the new $15,000,000 Southbank Riverwalk Project?
Will there be 24/7 Public Access to the floating dock that is currently at Shipyards and legislatively guaranteed?
Will there be an amendment to 2013-384 Hogans Creek for 24/7 Public Access?
Will there be action to permit more of the reefs in the river? Make it at least 3.
Will there be action to move Catherine St. Forward with 24/7 Public Access? Between Berkman and Shipyards.

Public Access and Economic Opportunity to our St. Johns River our American Heritage River a FEDERAL Initiative.
On 8/27/13 in council chambers was the Jacksonville Waterways Subcommittee meeting of St. Johns River Issues and the two hour meeting was packed with an open exchange of great information that ultimately will effect all of us as we Promote, Access, Celebrate, Protect our St. Johns River our American Heritage River a FEDERAl Initiative.
On the Subcommittee is Gary Anderson the Chair; Council member Lori Boyer who was there but left before the start. Council member Don Redman who was there but left. JWC Commissioner Ralph Hodges was not there but told everyone that he was going to be out of town. JWC Commission members Scott Shine and Steve Swann were there. Not on the Subcommittee but making an appearance were JWC Commission members Ed Flemming and Lane Burnett. Extra props to them.
Chairman Anderson started with a handout of Chapter 95 of the Ordinance code which is the Jacksonville Waterways Commission. He highlighted Sec. 95.106 Duties and specifically (d) To act as a coordinating agency for programs and activities affecting the improvement, development and protection of the St. johns River and all tidal waters in Duval County.
On my speaker card I highlighted Sec. 95.105 Purposes and specifically (a) To study and make recommendations to the COUNCIL with respect to the improvement, development and protection of the St. Johns River and all tidal waters in Duval county. HEY! Jacksonville city council members do you have any clue as to what the heck is going on with the artificial reefs in the river? Funding options- Palms Fish Camp, A million bucks and you never even open the door. next to a FIND project. New legislation 2013-558 and how about the Extra Public Benefit Reef? I digress.
Chairman Anderson wanted to focus on Sec. 95.106 Duties (d) and so the meeting started with a presentation by Mike Hollingsworth with the United States Army Corps of Engineers. I like Mike. It was a two hour meeting and the presentation and the Q&A'S by everyone was exciting to be a part of. Chairman Anderson and Mike opened up the floor at numerous times and anyone and I mean anyone had an opportunity to share a concern.
The scope of this project is huge. Representation from the JPA was there. Joe Miller, Nancy Rubin, and another gentleman. It was two hours of solid information and the big story is that it's not even half way done. There are 9 studies going on right now and only 3 are done. So there will be 6 more and who knows what they will say.
This is being fast tracked by the president and the USACOE is responding as fast as they can. I'd say stick to the 45'.
What I extracted from this meeting was that salt has been measured as far south as Middleberg in the river. The impact to vegetation is not good.
On a side note during my opportunity at Public comment I shared how the focus is on the economic benefit for the Port. But how about the economic benefit for the biggest land neighbor to the north. The Timucuan National Park. Where is the Park Service on this? This is Federal.
The meeting ended at 2pm and there was a city council meeting scheduled 3 hours later. On the agenda 2013-536 Barbara Goodman to the Tourist Development Council as a Tourist Industry Rep. That has to be Positive.

This trip will include Drinking, Eating, and Fishing in our new highly restricted DIA zone. Will also include a Vivian Harrell Blue bag cleanup. Will throw in some Environmental Ethics- Vince Seibold.
Believe it or not I have a license to do this. If you choose to fish you need your own fishing license. All I ask is a donation that I will deliver on your behalf before Waterways, City Council, or DIA that would go to 2009-442. Artificial Reef Trust Fund.

The 12/11/13 meeting of the Jacksonville Waterways Commission had me wanting to stand up and sing another single off what I affectionately call the Carla Miller classic Ethics Collection album which by the way continues to move up in the charts and that song is a variation on the Christmas Classic the 12 days of Christmas. Jacksonville Waterways Commission meeting today 5/14/14 at 9 am in council chambers. Public, Private, Partnership? The I95 Bridge project. The Mobro guys with the beautiful pieces of the busted up Southbank Riverwalk on barges and we can't get one 200' X 200' permitted artificial reef south of the Fuller Warren Bridge.

What Definately will be on the agenda is 2014-305 and the new Docking Rules that will have an impact as the final draft is being drawn for our new CRA/DIA in the USA which also has to be approved by the Jacksonville city council.
The loading and unloading for a vessel at Pearl St. From 10 minutes to 30 minutes is very positive. No problem. Councilman Jim Love again knocked it out of the park with this at the 4/2/14 noticed meeting along with councilman Don Redman. Chair of Waterways.
The issue going forward are the penalties if you violate a docking Rule especially as we are changing all the zones and elevating Federal Compliance.
This new zone is being highlighted right now with this CRA/DIA in the USA document that will be our guide going forward. So it was a shocker for some of us that we're at this 4/2/14 noticed meeting when Tera Meeks or it was Paige Johnston or both announced that the new yet to be built floating dock on the Southbank Riverwalk will have one vendor with a 10 year no compete clause. WOW! So I'm sitting right across from councilman Redman.
Just using this one example so as to stay on point because there are so many other examples. First I don't have any idea of how this new floating dock is going to look. Is it just one long dock? Two docks? I know there will be space for the Public to use. That is positive. No problem. I was suggesting 10' for commercial use.If any charter captain or licensed operator for a SUP or kayak were to want to just pick up or drop someone off so they can go to the Charthouse or to the craft brewery district in San Marco could they?
There will be a Public Hearing 6/24/14 on 2014-382 for two artificial Reefs.

The 6/11/14 Jacksonville Waterways Commission meeting started off with agenda number IV 2014-382 Jacksonville's Corruption Council Area Reef. That is because Tera and Lori had not yet arrived for 305 and 381.
You just have to love how during these meetings that everyone is there sticking there hand out but nobody is there representing the legislation that this expenditure of money is going to.

My all time favorite the Jim Love, Kevin Kuzel, 26' Berkaman floating dock compromise (Shipyards III) misrepresented by OGC to the Jacksonville Waterways Commission during the 2013 FIND grant application process and additional props to councilwoman Boyer and OGC follow up on Catherine St.

The DEP has signed off for the permit for these two reefs. Waiting on the Army Corps and then NOAA approval. This will be a Pilot Program for two years and only these two reefs are moving forward.
This makes the Jim Love, Kevin Kuzel Berkman Floating dock compromise misrepresented by OGC to Waterways during the 2013 FIND grant application process just another wink wink, nudge nudge.
We can fully appreciate now a convicted guy getting a pension with Board approval wink, wink. Nudge, nudge.

The 8/13/14 Jacksonville Waterways Commission meeting had the PRICE is RIGHT atmosphere as JWC Commission member and city councilman John Crescimbeni gave a COME on DOWN welcome to Tera Meeks, Chief of Waterfront Programming and Management for the city of Jacksonville and share with everyone the sweetheart deal on the two water taxis 2014-412. She was watching on TV and decided to make a guest appearance. That's OK. Councilman Redman was 35 minutes late before being recognized as present by Waterways Chair councilman Jim Love. Dave Roman with the administration was there briefly and left before being recognized. Brian Burkett was there to answer a FIND question asked by JWC member John Godfrey and there weren't any FIND updates for anyone on the table but did give a heads up to everyone that the kayak launch at Sydney Geffen Park is OUT. We are so LOST! Let's get some pole vaulters down there.

2014-412 The water taxis legislation was withdrawn by the Executive Branch at the 8/18/14 Rules agenda meeting. So Does this mean that the Legislative Branch will introduce a resolution acknowledging that the Baltimore guys are losers but nice try and thanks for playing Jacksonville's version of the Price is Right?
Back to 2014-305 and will the Executive Branch explain to the Legislative Branch the new PENALTKIES? 2014-560 is active legislation for a new 4.8 mile super duper restricted Waterfront zone.
Will the members of the Waterways Commission that are members of Finance, RCDPHS make the other committee members aware of the new maps on Jacksonville's Downtown Waterfront zone? This was made available by Brian Burket at the 8/13/14 Jacksonville Waterways Commission meeting. Of special interest should be the 10 minute zone locations and kayak locations. Here is more from the go fly a Kite 2014-683 10/15/14 Jacksonville Waterways Commission meeting because of ONE POSITIVE AMENDMENT but before that let me share with everyone a super Downtown kayak adventure in what will be one of the most highly restricted 4.8 mile water and Rivers edge CRA/DIA zones in Duval county and if you don't believe me just ask the Balt. Guys. And if that isn't proof enough just just look at legislation 2014-412.
Weather conditions were Jax Chamber, DIA Chillin, and OED Spacin. I put in at the official Mayor Brown kayak launch logo at RCB which is also listed in the secret Backroom New Downtown Docking Zone map that was never shown to the Waterways Commission prior to their vote on active legislation 2014-305 New Docking Rules and Penalties. 305 is still in Finance and RCDPHS. It is also an active piece of legislation in the DIA.
I was catching the last of the outgoing tide and my primary goal was to do a Vivian Harrell Bluebag cleanup at the JEA property, School Board and next to the kayak, SUP launch that was a previous FIND recommendation.
The current was moderate and made for a nice paddle till you got past the Foxy Lady at the end of the Marina. River traffic was steady all day with watercraft everywhere but never on top of you which made the entire trip just a pleasure to be on the River and exploring everywhere.
Once on the Northbank I took it to the brand new NO Fishing signs that was never before Waterways and didn't catch anything. I was still catching the last of the outgoing and decided to take it all the way to Hogans Creek. The Mobro Guys are still working hard and the barges that have been a staple of a what is the creation of a new Downtown playground being built on the water will be gone in 4 months as Feb. 2 was the completion date that was given at the JWC meeting for the new Southbank Riverwalk 2014-190.
As I'm entering Hogans Creek the tide on our 310 mile American Heritage River a FEDERAL Initiative has changed and I'm now just going with the flow.
The shopping cart depth meter chart is showing two wheels exposed. The aroma of coffee from the Maxwell House plant is a welcome diversion to all the garbage that is lining the banks. The bird activity is average with the ospreys, plovers, a great blue heron, and saw about 5 turtles. I kayaked all the way up to Washington and decided to start my Vivian Harrell Bluebag cleanup. Naturally it didn't take long to fill a bag.
The tide was starting to come in stronger and when I was leaving the shopping cart depth meter chart had just one wheel partially exposed. So now with the incoming tide it was time to take it back to RCB. I left the bag on our Promised 680' Downtown Public Pier 2010-604 and next to the Jim Love, Kevin Kuzel, 26' Berkman Floating dock compromise (Shipyards III) misrepresented by OGC to the JWC commission during the 2013 FIND grant application process. I will swear to that under oath.
With clear blue sky's and like I said the boat activity was strong but the distances that I was encountering made for a very enjoyable trip.
Item III. On the 10/15/14 JWC agenda. Update on status of FIND/Projects- Tera Meeks, Chief of Waterfront Management and Programming Natural and Marine Resource. The discussion was refrained because this is going to a subcommittee that will be chaired by Gary Anderson. The date and time to still be announced. Is this FIND list being reported anywhere?

Congratulations to JWC member Scott Shine and Dit. 14 Jacksonville city councilman Jim Love.
Another observation from the 10/15/14 meeting was agenda item VII. Old Business and an update on the Southbank Riverwalk. Nobody was listed on the agenda but I believe it was a Mr. Joyce and he did provide a 7 page Ariel photo update and also had some copies for the Public. Thank you Mr. Joyce. You won't see that at a DIA meeting. (I digress)
Now let's remember that this is 2014-190 and the 900' shortened Southbank Riverwalk that was restored to its original length by city council action.
Let's also remember active legislation 2014-305 and the only vote that has been taken and legislatively recorded has been the JWC vote. And this vote was done before the disclosure of the Super Duper Secret Backroom New Downtown Docking Zone map that still hasn't been made available to the Public except here on MJ.
Let's also remember that prior to this meeting and I have been reaching out to my elected legislative representative Don Redman District 4 and this isn't the first time and Scott Wilson feel free to jump in here. Your a big fan of MJ. But I had a concern and this is his baby, his district and isn't what these meetings are supposed to be about. And my concern was about the two new floating docks that have yet to be built in conjunction with this project.
So when councilman Love the Chair of Waterways asked if there are any questions from the commissioners there was just one. And I'm going to paraphrase it. It was asked by councilman Redman to Mr. Joyce.
"Mr. Joyce, Are we Down with the Crowne?"
"Through the Chair to Mr. Redman, The Crowne is Down"
Redman "Cool."

One more observation. I'll post on it later. My head is still in the clouds. My other observation has to do with FIND and our SJRK. We are so LOST. Is there anyone else excited about what Carla Miller has done with 2014-519 and the inspector General? Does anyone think for a minute that we are getting more Public Access and economic opportunity on our River especially in this yet to be voted on CRA/DIA zone?

Up, Up, and Away. As our Access continues to be taken away. Vote No on 1. So let's all go fly a Kite and sing Kumbaya! Two hours out from The Finance committee meeting and will 2014-305 New Docking Rules and Penalties get moved out of committee? Spoke with Lisa Rinaman with the St. Johns Riverkeeper again at the 10/15/14 Jacksonville Waterways Commission meeting and the SJRK needs to take a position on this active legislation because of the expanded enforcement powers that are coming. She is looking into it.
It was also just announced that the Community First FIND subcommittee meeting will take place on 10/30/14 at 2pm in council chambers. Will anyone show up? This is our property tax money. Has any media outlet other than MJ posted the Super Duper Backroom Secret Downtown Docking Zone Map? Does anybody care? Now let's see who will post the Pending FIND project list. We are so LOST.

2014-305 was so close to being brought up in Finance today. It is scheduled again today at the 1:30 RCDPHS agenda meeting. Will councilman Redman attempt to slip it through?
