Why does this city as well as the people of this city keep doing this? Rational logic says it's better to give up 10 nickles to get a dollar but we as a city do the opposite. We would rather save the nickle then try and get the dollar.
When we actually do stuff, we spend ten dollars to get that dollar we wanted! What happens next is obvious.
