Can someone give us an update on the government policies concerning downtown? I know it's a bit early but I would like to know what the new mayor, new city council, and basically everyone feeling concertinaing downtown? Has it changed or is everything pretty much still the same?
Is there an change on the policy of "let's evacuate downtown after every major event to strongly discourage everyone from wondering around"?

That's a good choice of word. The city fathers don't want anybody wondering just what the hell is happening or not happening. Move 'em on out so they don't see the miles of vacant lots and derelict buildings. Can't encourage the masses to hang around and patronize what few businesses are struggling to stay alive. Nope, nothing to see here, folks. Just move along.
