Does anyone have the link to the MetroJacksonville article about how Orlando took measures to control the homeless population that was entering their parks? The article talked about how the City enacted ordinances that included not allowing the homeless to bring personal items like backpacks into the parks, installing partitions in the benches to keep them from laying on them, etc.

Anybody? I ask because I would like to present it to Downtown Vision. There are talks about taking all of the benches out of Hemming Plaza, so the bums won't sit there. I'm sure the bums would then just sit on the concrete ledges... So any help on this article would be greatly appreciated; thank you!
