This article is damning of former city policy towards parking enforcement in the urban core versus suburbs. It sounds like it has changed though
I believe this is city-wide practice is now in effect, just yesterday I witnessed a parking enforcement car making a slow path through the Wal-Mart parking lot down by the Avenues. Frankly I'd trade my messed up feet for anyones parking space... I'm sick of yahoo's in the handicap zones.

Well, now that Igou is Igone maybe things will change.
I met Officer Thigpen when he worked in the Handicapped Parking Enforcement--an additional on the street story is that he got crosswise with a senior member of the prior administration on her misuse of Handicapped Parking.
I was amazed that our IG took the time to calculate every penny it was costing the city to support his operation.
The result was that his old patrol vehicle was taken away from him. I hope this Folio Article and thread gets to Abel Harding. From the Mayor's prior actions the result will be swift and decisive.
