I dont think so. I believe that this structure is being built on dry land. The parking deck for the courthouse and the riverwalk, on the other hand, are actually built over water.

As of 8 am when I was going into work and heard about it, it had already happened so hopefully nobody were present when it happened.

Parking garage collapses in downtown Jacksonville

Berkman II Plaza's parking garage partially collapsed this morning about 6 a.m. on Bay Street in downtown Jacksonville.
Thirteen people have been transported to the hospital with non-life-threatening injuries. Another nine were treated on the scene with minor injuries.
One construction worker, who was working on the garage across from the Sheriff's Office this morning, has not been located. Authorities are unsure if he is trapped, or if he escaped.
Family members said they were told - Willie "L.B." Edwards III, a 26-year-old father of two - has been identified as the missing man.
Edward's uncle, James Farrell, was the last to see him before the collapse happened. The two were working next to each other on the sixth floor.
"I told him to go back underneath to go clean up, and when I turned around, I was coming down with the building ... It happened so fast," Farrell said. "It just fell in."
Farrell said he did not know if Edwards went to a lower floor. He said he's been calling his cell phone, but there's no response.
Edward's father said: "I'm just praying that my son is alive."
Construction authorities are trying to gather all the workers under the Catherine Street overpass to make sure everyone is accounted for.
Police said the incident began this morning while construction workers were pouring concrete on the sixth floor of the garage.
"I heard a crack, and then it just crumbled," said Rick Caldwell, a construction worker who was about to punch in for the day at the scene. "The whole paving crew was inside ... it was so crazy."
Mayor John Peyton confirmed all six floors collapsed. He said the city's bringing in search dogs from Orlando to help in the rescue efforts. About 100 firefighters, rescue workers and officers responded and most remain at the scene.
Shands Jacksonville spokeswoman Kelly Brockmeier said the facility went into its "hospital emergency incident command system" about 6:15 a.m. Shands brought in extra staff, doctors, nurses and security in preparation for the arrival of patients. A couple dozen doctors were called to assist.
Joan Huffman of the trauma critical care department said two of the patients are in serious condition, 10 are in good condition and one fair. She said the most serious injuries are spinal fractures. The primary injuries are fractures and there are some rib injuries and concussions.
She said there are 12 men and one woman victim. Some are expected to go home today.
The injured workers came in with different degrees of shock and some were covered in dirt, Huffman said.
Baptist Medical Center also received three patients, an official there said.
Authorities are telling people who work in the area to go to Lot J of Jacksonville Municipal Stadium. They will be transported to their place of business from there. A spokeswoman for Mayor John Peyton said businesses in the area are open.
Bay Street is closed from the Main Street bridge to A. Philip Randolph.

My guess would be that the concrete had not properly cured before they built the next level. Just a guess though.

“We regret to announce we have located a body of a victim in the Berkman 2 collapse,†said Dan Kleiman, director of Jacksonville Fire and Rescue.
He said the victim is deceased, but it will be several hours until they are able to extract the body and identify a victim â€" maybe longer.
Kleiman said they have contacted the family of Willie “L.B.†Edwards III, who was missing from the wreckage, but still cannot confirm who the body is.
The Bay Street area will continue to be closed as they work the site. At 7 a.m., it’s been 49 hours since the first collapse.
The Times-Union is sending reporters to the scene and the story will be updated.

I wonder what this will do to the completion date for the building? I'm sure there will be a lengthy investigation followed by a ton of finger-pointing and then some litigation. Hopefully this project moves through to completion.

I'm curious about the blame game....I thought I heard or read somewhere that inspectors had found cracks....is/was that true? Sounds like a suit would be in the future...
Berkman II will be delayed for at least six months.

No way he is going to announce anything on a weekend, least of all NY weekend. January is a busy month for announcements typically.
