What traffic pattern change is planned for the expressway leading eastbound from downtown to the Mathews Bridge? I noticed the flashing signs saying that the 'traffic shift' will begin on 1/25/11 and will end on 3/31/11. What's going on here? Just wondering because I travel between the urban core and Arlington quite often.

are there plans anywhere for possible changes to the Union Street expressway?
I just searched jacksonville.com and got zero, zip, nada.

that PD&E study was never finished...and is now not consistent with the region's long range transportation plan....in essence, it wn't happen!

and FYI, the generalized daily capacity at LOS D for a 4-lane expressway is 67,000....LOS E (max. theoretical capacity) is 75,000...so basically, the bridge is operating at near capacity today.
but the real question is this....does anyone think there will ever be a need for more than 6 lanes (capacity at LOS D is 104,000)?
Density might account for some increase in capacity, and there is still infill going in between Regency and the Intercoastal. I'd agree that it probably has a ceiling on it and 6-8 lanes is about as high as well see in any of our life times.
The problem is not solely traffic related though, the bridge itself needs some serious work. I would think the location of both the Matthews and Hart being on a curve in a flowing river are sitting ducks for scour, though it's probably not nearly as bad as downtown's bridges.

agreed Ock...when the bridge gets replaced, it should be built as 6 lanes....with additional space set aside for bus lanes or rail
What are the chances of any Matthews Bridge work opening up this portion of Hogans Creek?
Right now it is a culvert and cannot be navigated. Someday opening the creek up from Springfield to the Shipyards would be HUGE.

There should be a great chance when the time comes to rebuild that section of the expressway. I'd assume removing that culvert would help the flow of the creek and flooding issues in Springfield. However, that could be 20 years down the road at this point.

Upper and Lower Springfield Lakes are VERY visible in this photo, Upper is the largest and is round, while Lower is the oval shape east of Boulevard.

I would doubt that that road will survive 20 more years as washed out as that fill on grade has become. As bad as some of the bridge panels are sagging on the smaller overpasses we're going to be visiting a lot of attention on that thing or it will bite us in the butt.
When I saw that culvert on my first trip up the creek I was in disbelief. NO WONDER SPRINGFIELD HAS FLOOD PROBLEMS - THE WATER BACKS UP BEHIND THE DAM. Makes you wonder who passed on this thing back in the 50's?
Doug I have seen photos of sail boats in the creek near the water works, also in the two lakes which were known as "Upper Springfield" and "Lower Springfield" Lakes. The lakes are gone - though I can't imagine why, both about double the pond that is in Confederate Park, and both were positioned so the creek flowed through them. I would love to see that opportunity return to Springfield. Someone needs to look at the Klutho Bridges throughout the waterway, and discover how they can be raised a few feet, and at least one fitted for streetcar. OCKLAWAHA
There is a final Hogans Creek Master Plan that has been developed by HDR and the City. I'm working to get a copy of it to upload to the site but have not been successful in this attempt so far.
