I find the conclusions and recommendations laughable.
As near as I can tell, this study marked the final death kneel for downtown.
My favorite recommendation was

This was all put together by the Skyway and Bus interests, gee, who's in charge today? They were Jakes friends. Not even Jim Wells or Eric Smith could see the king (Jake) for the emperors. These boys stood us up about a dozen times at the Mayors door. They were the only people I ever knew that could take 2 hours to watch "60 minutes" Of course JTA just wasn't involved in this input... uh huh? ...and I'm Casey Jones!

So the reason we bought the buses was to help suburban sprawl, and now the reason we can't run transit is because of suburban sprawl... Hee hee, Ha! HA! OMG!
