Someone who went to the Citizen's Advisory Committee meeting mentioned that JTA is using $1 million in "air quality enhancement" (?) money to buy technology that will allow them to track cars from the beginning to the end of a trip.

The technology can track any car or device equipped with bluetooth capabilities.  So if you have a bluetooth enabled GPS unit or cell phone they will be able to track your route.  The purpose is to track origination and destination points of road trips for traffic planning purposes.

Still kind of freaks me out as being Big Brotherish.

Kind of freaky and cool at the same time. My company has done some work with bluetooth to track trip characteristics on some projects we've worked on.  Some of the results have been pretty interesting.
